City Council Regular Meeting Minutes <br /> July 9, 1996 <br /> Page 4 <br /> 1 Representative McGuire stated she did not believe Ann Rest would allow any expansion <br /> 2 of TIF funds. She reported she had attended a meeting this morning regarding growth mi <br /> 3 the metropolitan area and transit. TIF has driven a lot of development and growth and the <br /> 4 Metropolitan Council would prefer to see growth driven by a plan rather than by TIF <br /> 5 funds. <br /> 6 Senator Marty stated the Legislative Auditor issued a reported 3 to 4 months ago on TIF <br /> 7 financing. He stated there had been abuse of TIF funds but most had occurred prior to <br /> 8 1991. <br /> 9 Mayor Ranallo questioned how the lottery funds were utilized. <br /> 10 Representative McGuire stated 60% of lottery funds go to the general fund and 40%go to <br /> 11 the environmental fund. She asked Council how they felt the transit system was working . <br /> 12 in the City of St. Anthony. <br /> 13 Mayor Ranallo stated he did not see a need for mass transit in St. Anthony but noted it <br /> 14 does pose difficulties for residents when a bus route is removed. Many residents rely on <br /> 15 the bus system for transportation. <br /> Faust noted one problem is there is transportation available to our destination b bus but <br /> P P Y Y <br /> 17 often there is not bus service to return you home. <br /> 18 Mayor Ranallo noted there has been a lot of controversy over management of the bus <br /> 19 system. He also noted the park and ride centers are utilized quite heavily. <br /> 20 Senator Marry stated he is addressing the management issue. He also noted it made more <br /> 21 sense to have an efficient bus service than to build more roads at incredible costs. <br /> 22 The Council thanked Senator Marty and Representative McGuire for their time and the <br /> 23 update. <br /> 24 C. Mao r. <br /> 25 Mayor Ranallo had no report. <br /> 26 D. Cil, Manager. <br /> 27 City Manager Mornson introduced the new Liquor Operations Manager, Mike Larson. <br /> 28 He will begin employment with the City of St. Antony on July 15, 1996. He previously <br /> 29 worked as the Liquor Operations Director for the City of Fridley. City Council <br /> 30 welcomed Mr. Larson. <br /> Morrison introduced Shawn McAlpine, Director of the Salvation Army. <br />
