This will not reduce the City tax base. The revision should not require <br /> 3 any variances. <br /> 4 Larry Beach has a purchase agreement for the Verkin property and will be proposing <br /> 5 seven townhouses. This will require a new plat and rezoning of the property. <br /> 6 Representatives of Chandler Place will be presenting a proposal to the Planning <br /> 7 Commission on August 20, 1996. The City has recommended, and they are intending to <br /> 8 hold a neighborhood meeting. The proposed addition will be 32,000 square feet and five <br /> 9 hearings will be required. All parking requirements of the ordinance are being met. They <br /> 10 will be 15 feet from the right-of-way on Chandler and 15 feet from the right-of-way on <br /> 11 Foss. The requirement is 30 feet. They will also require a rear yard setback variance of <br /> 12 25 feet and a side yard variance of 7 feet. Lot coverage will be 57%rather than the 50% <br /> 13 required in City Code, and nursing home expansion requires a conditional use permit. <br /> 14 They have received approval from the State and would like to begin construction this fall. <br /> 15 Mornson noted a change was made in the food operation at the Stonehouse at the last <br /> 16 City Council meeting. At that time, Ernie's Catering did not intend to be open on <br /> Saturdays. He has since changed that and will be open from 5:00 P.M. to 9:00 P.M. on <br /> 8 Saturdays. <br /> 19 Mornson reported he is working with Mike Larson, Roger Larson, Bill Soth and St. Marie <br /> 20 Co. to secure lease space for the off-sale liquor facility. The intent is to move in when or <br /> 21 before CUB Food Stores open. Part of the agreement would include release from the <br /> 22 Apache.lease which will save the City a substantial amount of money. <br /> 23 Mornson reported the tax increment bonds for CUB will be closing tomorrow. He . <br /> 24 reported the 1997 budget is well underway. At this point, it appears spending will be <br /> 25 under 3%. As per Council's previous direction, Staff is hopeful to have no tax increase <br /> 26 for 1997. With respect to the current year, the City has spent 42% of the general <br /> 27 operating budget. <br /> 28 <br /> 29 E. Discuss Replacement of the Bridges Over C.P. Rail System Track on Silver Lake Road <br /> 30 Just North of County Road D. <br /> 31 David Rholl, Ramsey County Design Engineer was present to discuss replacement of the <br /> 32 bridges over C.P. Rail System track on Silver Lake Road just North of County Road D. <br /> 33 He noted that the left turn lane of the southbound bridge is currently blocked off due to <br /> 34 repair of the concrete surface. Three years ago, the northbound bridge was closed for the <br /> 35 same reason. Both bridges are in poor condition. <br /> Ramsey County has applied for federal funds and has received a grant to replace the <br /> 37 bridges in the year 2000 with hopes of advancing the funds to the year 1999.
