City Council Regular Meeting Minutes <br /> December 4, 1996 <br /> Page 2 <br /> design and obtain funds for the project. Construction will begin in early 1999. Ramsey County <br /> 2 will keep Silver Lake Road open at all times but it will be reduced to one lane of traffic in both <br /> 3 directions. <br /> 4 Mayor Ranallo reported Santa Claus will be riding on the fire truck this year and will be <br /> 5 collecting Toys for Tots which will then be taken to Channel 11. <br /> 6 C. City Manager. <br /> 7 City Manager Mornson noted the Employee Appreciation breakfast given by the City Council <br /> 8 will be held on Thursday December 12, 1996. <br /> 9 Councilmember Wagner-reported the main food has been ordered and the space is reserved. <br /> 10 Councilmember Faust stated he will be unable to attend the breakfast due to a prior commitment. <br /> I 1 Mornson reported an agreement has been reached with Agnakhan to retain their space in the <br /> 12 existing building through January 1997. They will pay an increased portion of the utility bill. <br /> 13 Mornson reported Arnie Hendrickson of Minnegasco will be present at the Council meeting on <br /> 14 December 18, 1996,to present the City with a plague of appreciation for allowing Minnegasco to <br /> work in the City of St. Anthony for 40 years and a check for $250.00. <br /> 0 - <br /> 16 Mornson noted the HRA is in the process of purchasing property on Kenzie Terrace. The Judge <br /> 17 in the Tollefson property case has ordered the owner be fined $750.00 and sentenced to 30 days <br /> 18 in jail. The Judge then reduced the penalty by suspending the 30 days in jail and reducing the <br /> 19 fine to $250.00 if the property is cleaned up within 30 days. <br /> 20 <br /> 21 VIII. PUBLIC HEARING -None. <br /> 22 <br /> 23 IX. NEW BUSINESS. <br /> 24 A. Resolution 96-064, re: Purchase of an Inventory Control System for the Municipal Liquor <br /> 25 Stores and Discussion of Other Liquor Operation Issues. <br /> 26 Mayor Ranallo noted this item had been tabled at the Council Meeting of November 26, <br /> 27 1996 to allow time for more information to be gathered including an opinion from City <br /> 28 Attorney regarding the requirement to accept the lowest bid. <br /> 29 Mornson reported Staff has not obtained any further information and recommended this <br /> 30 item be tabled. <br /> 31 Brian Anderson, Total Register Systems (TRS), noted that Liquor Operations Manager <br /> 32 was recommending the City not take the lowest bid which was provided by his company <br /> because his company did not meet the specifications of the City of St. Anthony. He <br /> stated he felt the issue of Retail Data Systems providing a system which would do a <br /> 35 better job in the future and easier use is a matter of opinion. He noted however, another <br /> 36 issue that was cited at the November 26, 1996 meeting, was that four of five TRS <br /> 37 customers when asked stated they only purchased the TRS system because of the low bid <br /> 38 process and did not feel it met the specifications of their City.
