City Council Regular Meeting Minutes April 22, 1997 • Page 4 1 Mayor Ranallo asked if entire City would be studied. 2 Mr. Hubmer stated the entire City would be studied and all digital work done on the 3 computer would be compatible with any GIS System. 4 Mr. Willenbring noted a cad-generated base map of the City will be prepared. This 5 will be a full color map which can be reproduced at any scale. 6 Marks noted a model was developed a year ago for the southern part of the City and 7 asked if that model would be utilized. 8 Mr. Hubmer stated the data gathering procedure will confirm what has been done in 9 the past and utilize the information gathered. 10 Marks questioned if the study would determine the impact of the water at Apache 11 Plaza being ponded rather than flowing into Silver Lake. Mr. Willenbring stated this 12 could be investigated but may be more of an estimate due to evaporation, etc. 13 City Council thanked Mr. Willenbring and Mr. Hubmer. 2. Preliminary Status Report of 1996 Police Activity and Audio and Furniture Issues. 16 Police Chief Engstrom reported Part I Crimes in St. Anthony had reduced in 1996 in 17 comparison to 1995. The biggest reductions were in burglary (a reduction of 19) and 18 larceny (a reduction of 47). In regard to Part II Crimes other assaults increased by 1 19 and vandalism decreased by 15 in 1996. Calls for service and report incidents 20 remained about the same. Police reserves worked 2740 hours in 1996. Patrol statistics 21 were relatively unchanged in 1996 with.the exception of a decrease in traffic arrests. 22 Engstrom noted in 1996 overall crime in the United States has decreased and he 23 believed this was due to the crime prevention efforts of the police departments. 24 Engstrom predicted there will be a vast change in the statistics next year due to the 25 CUB Foods Store and the Apache Plaza expansion. He noted the traffic patterns are 26 already changing and there will be an increase in the larceny counts. 27 Mayor Ranallo commended the police reserves and police department for a job well 28 done. He encouraged members of the police department to attend the appreciation 29 dinner. 30 Engstrom reported the police department was in need of some furniture. Three 31 lieutenants offices do not have filing cabinets. The line up and interrogation room are 32 not complete and Jackie's workstation is not yet complete. When the squad room was first evaluated, it was determined that cubical furniture with smaller desks be utilized 04 so as the officers could write their reports or use the telephone without being 35 disturbed.
