City Council Regular Meeting Minutes <br /> June 24, 1997 <br /> • Page 15 <br /> 1 Mayor Ranallo noted that in regard to the Historical Society, Kim Johnson and Judy <br /> 2 Makowske have gathered a lot of information but this job cannot be.left up to volunteers. <br /> 3 Enrooth suggested this material be gathered and someone from the City Council should <br /> 4 maintain it until someone is committed to this specific purpose. <br /> 5 Mayor Ranallo noted the City does have funds for purchase of a bike for use with a bike <br /> 6 patrol. <br /> 7 Mayor_Ranallo asked that item_ X.A. Resolution 97-036 be considered now. <br /> 8 <br /> 9 X. UNFINISHED BUSINESS. <br /> 10 A. Resolution 97-036, Re: Award Bid for Construction of SAV 2 Liquor Store. <br /> 11 Mornson referred to a financial summary for the construction of SAV 2 Liquor Store which <br /> 12 was included in the Councilmember's packet. The bond issue was originally $800,000 but <br /> 13 has been increased to $900,000. This includes the base bid of$634,800, Addendum #2 in the <br /> 14 amount of $2,500, Electrical in the amount of$9,000, Alternate #1 - roof in the amount of <br /> 15 $39,800, upgraded roof in the amount of$37,000, additional equipment in the amount of <br /> 16 $60,300, architect/legal in the amount of$50,000 and contingency in the amount of$66,600. <br /> 07 Mornson noted the amount stated in the resolution should be changed to include the first five <br /> 8 items listed on the financial summary. <br /> 19 Mornson noted the tank has been removed from the site and the site has been tested. All the <br /> 20 results of contamination are negative. The proposed closing date is Friday, June 27 at the <br /> 21 Briggs and Morgan Office. Mornson recommended approval of the resolution with the cost <br /> 22 number contingent upon closing. Once the agreement has been closed, Bob Thistle will start <br /> 23 negotiation of the sale of the bond. He will bring the results for Council consideration on <br /> 24 July 8 or 22. <br /> 25 Soth recommended two changes to the resolution. In the paragraph, "Now, therefore" after <br /> 26 the word "construction" add "and authorize execution of the contract". In the same paragraph <br /> 27 after the base bid amount add "conditioned upon closing the purchase of the property to <br /> 28 which the contract applies". <br /> 29 Tom Gerster, representing KKE Architects, suggested all the costs be included in the initial <br /> 30 contract except the costs for additional equipment and architect/legal. This will eliminate the <br /> 31 necessity of change orders. He noted the $634,800 base bid includes a performance bond. <br /> 32 Soth suggested it be made clear in the contract that there is an absolute requirement that there <br /> 33 is a payment performance bond. <br /> Mornson reported that First Bank will not be paying half of the electrical fees but will instead <br /> :55 provide a $1,250 reduction in rent on the existing lease starting in June. This will be an <br /> 36 additional savings of$6,250. <br />
