City Council Regular Meeting Minutes <br /> June 24, 1997 <br /> • Page 14 <br /> 1 Faust reported he and George Wagner had attended the League of Minnesota Cities <br /> 2 conference in St. Cloud. He had spoken with the Park Director for St. Cloud and he had <br /> 3 suggested the City think of a place for skateboarding in the design of the park system. Faust <br /> 4 also noted there are innovative yet inexpensive computer generated GIS systems available that <br /> 5 may be useful to the City. <br /> 6 Faust reported he had spoken with Sergeant Tom Minkensie of Edina, regarding mounted bike <br /> 7 patrol. He has provided a document and start up information for the St. Anthony Police Chief <br /> 8 to look at. Sgt. Minkensie stated that the bike patrol even stops vehicles and issues citations. <br /> 9 The bike patrol has been very successful in Edina in the summer. <br /> 10 Faust recommended that next summer the City hire an intern to interview and collect <br /> 11 historical data on the City of St. Anthony, as the City is 51 years old and this information <br /> 12 may be lost over time. <br /> 13 Wagner reported.his attendance at the League of Minnesota Cities conference in St. Cloud. <br /> 14 He attended a session on Legislative Updates and was informed that new levy limits do not <br /> 15 have to be met the first year but do need to include the full amount in the second year. <br /> 16 Wagner reported he attended a session on the City's Role on Youth Development. Three <br /> 07 youths were in attendance. One youth was a voting member on a Waste Management <br /> 8 Committee in the city where he lived. One youth was a non-voting member on a Planning <br /> 19 Commission. All three youths expressed that they would like to have more city interaction <br /> 20 with the school and youth. They also noted in planning parks that not all students want to be <br /> 21 on the school teams but they still want to carry on activities. They all recommended a zero <br /> 22 tolerance for drugs and guns. The youth encouraged adults to let kids help do things and <br /> 23 provide a place for kids to hang out that is monitored. They also suggested a teen court. <br /> 24 Wagner reported he attended a session in regard to cities with municipal liquor. It was <br /> 25 suggested that promotion of the liquor operation include where the liquor profits go. He <br /> 26 suggested St. Anthony could put some of their profits toward the parks. They also <br /> 27 recommended an inventory turnover of seven to nine times per year. <br /> 28 Wagner reported attendance at a session on public and private partners. The topic was the <br /> 29 city working with corporations to redevelop an area outside of town. <br /> 30 Wagner reported his attendance at a session regarding the Council's role in working with <br /> 31 advisory groups. It was suggested that the Council meet with the Planning Commission at <br /> 32 least once per year and also to maintain contact with other advisory groups. They suggested a <br /> 33 goal and mission statement that is clearly stated be developed before a committee is opened. <br /> 34 There should also be a closing date for committees. The solicitation of members of <br /> 35 committees should include people who are committed to do a good job for the community, <br /> have the ability to communicate, are willing to let others participate and there should be two <br /> X37 representations (male and female). A schedule for the committees should be developed and <br /> 38 maintained. <br />
