1 CITY OF ST. ANTHONY <br /> ELECTION RESULTS CANVASSING BOARD <br /> 3 SPECIAL MEETING AGENDA <br /> 4 <br /> 5 November 6, 1997 <br /> 6 6:30 P.M. <br /> 7 Council Chambers <br /> 8 I. CALL TO ORDER. <br /> 9 The meeting was called to order at 6:31 P.M. <br /> 10 II. ROLL CALL. <br /> 11 Councilmembers Present: Mayor Ranallo, Marks, Enrooth, Wagner and Faust. <br /> 12 Also present: Kim Moore-Sykes, Management Assistant; Connie Kroeplin, City <br /> 13 Clerk; Brian Thuesen, Councilmember-Elect; Brian Rice, Esq., Best & Flanagan Law <br /> 14 Firm. <br /> 15 III. APPOINT RECOUNT OFFICIAL. <br /> 16 Mayor Ranallo reported on the events since the November 4th City elections. He <br /> 17 indicated that on the afternoon of Wednesday, November 5, 1997, Councilmember <br /> 18 Wagner met with the City Clerk to request a recount of Tuesday's election results. <br /> The Mayor said that that request set into motion the process to recount the ballots <br /> 20 from the City election. Marge Christianson, Director of Hennepin County <br /> 21 Elections and Val Splichal, Supervisor of Elections for Ramsey County were <br /> 22 notified. Ms. Kroeplin notified the Council members, the City Attorney and the <br /> 23 City Council candidates from Tuesday's election that a recount of the ballots had <br /> 24 been requested. She secured the Council Chambers for tonight's special meeting to <br /> 25 appoint a recount official, canvassing board and to establish the date, time and <br /> 26 place for the recount. The Mayor also reported that the City Attorney was notified <br /> 27 of the recount and was requested by the Council to be in attendance at the recount <br /> 28 of the election ballots. <br /> 29 The Mayor made a suggestion that the City Clerk be appointed as the Recount <br /> 30 Official. Councilmember Marks asked about the ballot recounting process. The <br /> 31 Mayor invited the City Clerk to respond to Councilmember Marks' question. The <br /> 32 City Clerk reported that two tests need to be conducted as part of the recounting <br /> 33 process. She said the first test has to be done using 50 ballots that have been <br /> 34 marked and will be used as the test deck to insure that the tabulator is functioning <br /> 35 properly. Ms. Kroeplin indicated that she will suggest that the test be conducted for <br /> 36 all three precincts. She then indicated that the second test involves hand counting <br /> 37 the 50 test ballots for each of the precincts. Ms. Kroeplin said that once the <br /> 38 election judges are satisfied that the tabulator is functioning properly, they will then <br /> �9 open the sealed ballot boxes and observe the tabulation of the cast ballots. <br />
