Resolution 98-021, re: Authorize Submittal of Metropolitan Council Loan Application. <br /> 3 Motion by Marks, second by Faust to approve Resolution 98-013, authorizing submittal of <br /> 4 Metropolitan Council Environmental Services Loan Application for an Infiltration/Inflow <br /> 5 Reduction Project. <br /> 6 Mornson reported the loan application will be for$40,000 to be used for inspection of sump <br /> 7 pumps. If the City certifies to the Metropolitan Council that is continues to enforce the program <br /> 8 over a five year period the loan is forgiven. <br /> 9 Motion carried unanimously. <br /> 10 D. Approval of Pay Equity Implementation Report. <br /> 11 Morrison reported this report is required by the Department of Employee Relations every three <br /> 12 years. The City has a sub-contract with a consultant through AMM who has confirmed that the <br /> 13 City is in compliance. <br /> 14 Motion by Marks, second by Faust to approve Resolution 98-022, approving Pay Equity <br /> 0 Implementation Report. <br /> 16 Motion carried unanimously. <br /> 17 X. UNFINISHED BUSINESS. <br /> 18 A. Ordinance 1998-001, re: Storm Water Facility Rates ( 2nd Reading_). <br /> 19 Stan Nelson, 3504 Maplewood Drive, stated there are three things which bother him about this <br /> 20 Ordinance. The first is that this is a large "tax" fee and should have a well-defined program in <br /> 21 place before it is implemented. The second is that the tax is open ended. This substantial open <br /> 22 ended increase tells other agencies such as the State of Minnesota and FEMA, that the residents <br /> 23 of the City of St. Anthony can afford to fund the full cost of these improvements on their own. <br /> 24 Mr. Nelson recommended approval of a time limit on the ordinance which will automatically <br /> 25 reduce the fee to a level which provides money only to service storm water facilities. The third <br /> 26 item is that the ordinance is not specific as to what types of flooding proofing projects will be <br /> 27 considered with these funds. He suggested that a paragraph be added that states that <br /> 28 expenditures for flood proofing individual properties will not be considered reimbursable. <br /> 29 Mr.Nelson stated that the City Attorney has advised that offering flood proofing services is <br /> 30 unwise as it must be offered to all residents of the City, it must be in the best interest of the City <br /> 31 as a whole, and it would require the development of complex rules. <br /> Morrison stated that the letter from the City Attorney which states that this is unwise is in <br /> response to an individual request for direct assistance for damage from the July 1 storm event or <br /> 34 for repair of the damage.
