City Council Regular Meeting Minutes <br /> • February 24, 1998 <br /> Page 11 <br /> 1 Mr. Moberg stated this funding is limited to sidewalks on an MSA road. This would include the <br /> 2 sidewalk on 37`" Avenue between Stinson Boulevard and Silver Lake Road and the small portion <br /> 3 along the City and school property on 33`d Avenue. 29th Avenue and Silver Lane do not have a <br /> 4 sidewalk. <br /> 5 <br /> 6 There was Council direction to City Manager to perform a study and provide a report of the <br /> 7 MSA sidewalks and which need to be replaced. <br /> 8 <br /> 9 Mornson noted there are upcoming needs for the MSA funding including reconstruction of a <br /> 10 portion of Silver Lake Road in the next two years. <br /> 11 <br /> 12 Motion by Faust, second by Thuesen to table consideration of Resolution 98-031, approving a <br /> 13 proposal for engineering services relating to St. Anthony Boulevard sidewalk improvements. <br /> 14 <br /> 15 Motion carried unanimously. <br /> 16 <br /> 17 Mornson asked if this delay would affect the project. <br /> 18 <br /> 19 Mr. Moberg stated this is not a complicated project. The only storm sewer which may need to be <br /> IR installed is pipe with bulkheads at each end. <br /> 22 Marks asked the cost of the project. <br /> 23 <br /> 24 Mr. Moberg stated the project will cost$125,000 to $150,000. It will depend on the time of year <br /> 25 the project is bid. The sidewalk is 6 feet wide and 2,500 feet long. <br /> 26 <br /> 27 C. Discuss Process for Painting the Water Tower. <br /> 28 Mr. Moberg explained that RCM would like authorization to prepare a report that determines the <br /> 29 extent of the repairs needed. The water tower was constructed in 1953 and repainted in 1971 and <br /> 30 1983. Whether a repainting or more work is necessary will be identified in the study. The inside <br /> 31 of the tower may need to be stripped and the tower may currently be painted with lead or <br /> 32 chromium paint. <br /> 33 <br /> 34 Mornson noted the Council had discussed this issue 18 months ago. The Parks Task Force is <br /> 35 talking of putting a park in this area and the water tower still has the old logo. <br /> 36 <br /> 37 Thuesen asked at what point the City would have to deal with the lead paint issue. <br /> 38 <br /> 39 Mr. Moberg explained that the expected life of a water tower is 50 years. However, a water <br /> 40 tower can last 75 years with the proper maintenance. RCM's experience has been that when a <br /> water tower gets to the point of needing to be stripped, the cost is often comparable to that of <br /> replacement. <br /> 43 <br />
