City Council Regular Meeting Minutes <br /> April 14, 1998 <br /> 0 Page 7 <br /> 1 C. Mornson met yesterday with Kent Locksnoe, Director of the DNR. It is Mr. <br /> 2 Locksnoe's opinion that the City of St. Anthony will receive $2 million in funding <br /> 3 provided a contract with the State of Minnesota is worked out. Mornson will <br /> 4 meet with DNR staff within 30 days to start working on the contract. <br /> 5 d. Staff is proposing that the Storm Water Task Force meeting which is scheduled <br /> 6 for May 6 be postponed to May 13 as there is a conflict with the Annual Chamber <br /> 7 of Commerce meeting. Staff will also direct WSB to determine a <br /> 8 recommendation for use of the $4 million (as this is a matching grant) and present <br /> 9 this to the Task Force. The Task Force will present their recommendation for the <br /> 10 use of the funds at the Council's May 26 meeting. Mornson has talked with Sue <br /> 11 Kozarek and it may be that the Task Force's work will be done after the May 13 <br /> 12 meeting. The members would be forwarded any Council agenda items which <br /> 13 pertain to the recommendations they have made. This decision will be discussed <br /> 14 at the May 13 Task Force meeting. We are now going into a decision-making <br /> 15 stage which will require a large amount of Council involvement. <br /> 16 e. More good news! On April 13, 1998, the Metropolitan Council approved a loan <br /> 17 in the amount of$40,000 to the City of St. Anthony to pay WSB for the sump <br /> pump inspection program. The loan will be forgiven if it is certified to the Met <br /> 9 Council every year that the Sump Pump Ordinance is effective for a five year <br /> 20 period. <br /> 21 f. The utility bills will be mailed on April 17, 1998. These bills will include the <br /> 22 increase in the Storm Water Utility Fee from $3 to $13. <br /> 23 Ranallo stated that Senator John Marty had voted against the Bonding Bill because it was tied <br /> 24 into other issues. He did however, put forth a great effort to help the City of St. Anthony with <br /> 25 the flood relief issue. <br /> 26 Mornson noted Senator Marty had set up the initial meeting with the Director of the DNR. <br /> 27 8. The Legislature has voted for levy limits to remain in place for. 1999. The tax rate for <br /> 28 commercial will decrease again from 4.0%to 3.5%. Mornson has directed the Finance <br /> 29 Director and Bob Thistle of Springsted to determine how this will affect the tax districts. <br /> 30 The only real concern is the Apache district. The Legislature does have a provision that <br /> 31 if the decrease in the tax rate impacts the ability of the City to pay its bond,the City can <br /> 32 setup a special district to levy against the benefitted property to assist in paying the bond, <br /> 33 or use other TIF money. <br /> VIII. PUBLIC HEARINGS -None. <br />
