City Council Regular Meeting Minutes <br /> April 28, 1998 <br /> • <br /> Page 4 <br /> 1 Mr. Kost stated this is an ambitious long-range plan. The entire cost of the plan is $710,000 - <br /> 2 $720,000. The Parks Task Force is recommending that the multi-age playground be installed as <br /> 3 a first phase. This project could be installed without interrupting other facilities in the park. The <br /> 4 Task Force is recommending that fund-raising be initiated to help defer the costs. <br /> 5 Mr. Kost stated the Task Force is also recommending the establishment of a full-time Park <br /> 6 Commission. <br /> 7 Mayor Ranallo asked if the reason that no plans were included for the other parks was due to the <br /> 8 water issue. <br /> 9 Mr. Kost stated that is the primary reason. The other reason is that given the nature of the task <br /> 10 and all the issues with Central Park, there was not time to give the other parks the consideration <br /> 11 they deserved. <br /> 12 Mayor Ranallo noted that the other parks in the City would not be forgotten. Those parks may <br /> 13 have to be lowered due to the water issue and they will be reexamined at that time. <br /> 14 Mr. Kost noted BRW's recommendations for Silver Point and Emerald Park are included in the <br /> 0 Comprehensive Plan Update. <br /> 16 Faust complimented the Task Force on their good work. He then questioned the size of the <br /> 17 ballfields and the appearance of the satellites. He also asked if the $720,000 figure included the <br /> 18 entire plan with the exception of the bandshell. <br /> 19 Mr. Kost stated the ballfields will be full-size with a 300 foot outfield. The satellites will be <br /> 20 similar to those located at Lake Harriet, Lake Calhoun and Theodore Wirth Park. They will be <br /> 21 enclosed on three sides and will be located on a concrete pad. The cost of the performance center <br /> 22 is not included in the estimated cost and could cost $10,000 or more depending on the design. <br /> 23 Thuesen asked if the ballfields would be lit. <br /> 24 Mr. Kost explained that there had been a lot of discussion on this issue. It was determined that <br /> 25 the placing of the lights would detract from the flexibility to allow multi-function fields and. <br /> 26 should not be installed. <br /> 27 Carol Jindra, 3001 Hilldale Avenue NE, stated she is a life-long resident of St. Anthony and this <br /> 28 project is very near and dear to her heart. She asked that the Council consider installing the <br /> 29 multi-age play area now, as the residents have waited long enough to have good play facilities <br /> 30 for children ages 6 - 14. She suggested that an open house event be held for the entire <br /> community. The various vendors could attend and the community could vote and give their <br /> input on the parks. This event may also be a catalyst for fund-raising. <br />
