Ordinance 1998-008, re: Fees for Gasoline Service Stations (2nd Reading). 3 Motion by Marks, second by Thuesen to approve the 2nd reading of Ordinance 1998-008, 4 relating to fees for Gasoline Service Stations; amending Section 615.06 of the 1993 St. Anthony 5 Code of Ordinances. 6 Motion carried unanimously. 7 B. Ordinance 1998-009, re: Parks Commission(2nd Reading). 8 Mayor Ranallo noted a friendly amendment which had been submitted to Ordinance 1998-009 as 9 follows: 10 306.02 Membership. The Parks Commission will consist of 10 members, 7 voting and 3 11 non-voting, all of who will be residents of the City of St. Anthony. Seven of the ten will 12 be appointed by affirmative vote of a majority of the members of the St. Anthony City 13 Council. 14 There will be three non-voting liaison members, each appointed by their respective 15 organizations. The three liaison members will be the School Board of District 282, 16 Community Services, Sports Boosters of St. Anthony Village. 4 306.03 Terms of Office. Members appointed by the City Council shall serve three-year 18 terms. The first Commission shall be appointed as follows: 2 members - 1 year term; 3 19 members - 2 year term; and 2 members - 3 year term. The three liaison members serve at 20 the pleasure of their respective organizations and can be replaced at any time. 21 Marks stated that the appointment of liaison members made sense to him. However, he did not 22 see the value of having non-voting members. He suggested all members should be voting and 23 equal. 24 Faust stated he was in favor of the liaisons and that they be non-voting members. Many boards 25 have ex-officio or liaison members who carry information back to the public. 26 Motion by Cavanaugh, second by Thuesen to adopt the amendment to Ordinance 1998-009 as 27 presented. 28 Thuesen stated he was comfortable with three liaison members. All three organizations are very 29 important to the community and this would ensure that the three organizations are heard and 30 have a chance to provide input. 31 Cavanaugh stated his initial response was that all ten should be voting members but noted that if voting becomes an issue, the Chair can inform the Council. He supported this perspective and believed it would provide a healthy dialogue.
