Ordinance 1998-008, re: Fees for Gasoline Service Stations (2nd Reading). <br /> 3 Motion by Marks, second by Thuesen to approve the 2nd reading of Ordinance 1998-008, <br /> 4 relating to fees for Gasoline Service Stations; amending Section 615.06 of the 1993 St. Anthony <br /> 5 Code of Ordinances. <br /> 6 Motion carried unanimously. <br /> 7 B. Ordinance 1998-009, re: Parks Commission(2nd Reading). <br /> 8 Mayor Ranallo noted a friendly amendment which had been submitted to Ordinance 1998-009 as <br /> 9 follows: <br /> 10 306.02 Membership. The Parks Commission will consist of 10 members, 7 voting and 3 <br /> 11 non-voting, all of who will be residents of the City of St. Anthony. Seven of the ten will <br /> 12 be appointed by affirmative vote of a majority of the members of the St. Anthony City <br /> 13 Council. <br /> 14 There will be three non-voting liaison members, each appointed by their respective <br /> 15 organizations. The three liaison members will be the School Board of District 282, <br /> 16 Community Services, Sports Boosters of St. Anthony Village. <br /> 4 306.03 Terms of Office. Members appointed by the City Council shall serve three-year <br /> 18 terms. The first Commission shall be appointed as follows: 2 members - 1 year term; 3 <br /> 19 members - 2 year term; and 2 members - 3 year term. The three liaison members serve at <br /> 20 the pleasure of their respective organizations and can be replaced at any time. <br /> 21 Marks stated that the appointment of liaison members made sense to him. However, he did not <br /> 22 see the value of having non-voting members. He suggested all members should be voting and <br /> 23 equal. <br /> 24 Faust stated he was in favor of the liaisons and that they be non-voting members. Many boards <br /> 25 have ex-officio or liaison members who carry information back to the public. <br /> 26 Motion by Cavanaugh, second by Thuesen to adopt the amendment to Ordinance 1998-009 as <br /> 27 presented. <br /> 28 Thuesen stated he was comfortable with three liaison members. All three organizations are very <br /> 29 important to the community and this would ensure that the three organizations are heard and <br /> 30 have a chance to provide input. <br /> 31 Cavanaugh stated his initial response was that all ten should be voting members but noted that if <br /> voting becomes an issue, the Chair can inform the Council. He supported this perspective and <br /> believed it would provide a healthy dialogue. <br />
