City Council Regular Meeting Minutes <br /> • May 26, 1998 <br /> Page 13 <br /> 1 Cavanaugh stated that the City is planning to purchase all five homes, it is only a matter of price <br /> 2 and terms. The community has spoken. His understanding was that if the owner would not sell <br /> 3 the property, the City would then condemn it. <br /> 4 Mr. Hubmer stated he is not authorized to proceed to the final design phase until the homes have <br /> 5 been acquired and the closings have been completed. <br /> 6 Cavanaugh stated that his understanding was that the City will take the homes, that an owner <br /> 7 cannot simply decide to stay in their home. <br /> 8 Mayor Ranallo stated that in order-to utilize the FEMA funds for the purchase of the homes, <br /> 9 there must be a willing buyer and a willing seller. The DNR funds are available for the actual <br /> 10 construction costs. <br /> 11 Mr. Hubmer acknowledged that the DNR.funds could be used for the purchase of the homes but <br /> 12 that some FEMA funds would then be lost as they are designated for the purchase of the homes. <br /> 13 Cavanaugh noted a letter which was received from a resident stating that he was not notified of <br /> 14 the buyout. Cavanaugh stated that hopefully there will be a process to work with the people <br /> ofinvolved. <br /> 16 Marks noted that the point Cavanaugh was making is that the City has made the decision that the <br /> 17 home buyout will take place. <br /> 18 Faust agreed that the plan has been adopted. What comes now is the methodology. <br /> 19 Mornson reported that for the past several years RCM has been contracted to perform the City <br /> 20 street improvement projects. Starting next year,the street projects will be performed by WSB in <br /> 21 accordance with the flood problem area improvements. Todd Hubmer will be present at the June <br /> 22 23, 1998 Council meeting to explain which streets need to be reconstructed in 1999. <br /> 23 Mayor Ranallo reported that the residents in the 341 Avenue area are complaining that the street <br /> 24 is being torn up badly due to the construction on Roosevelt and Edward Street. <br /> 25 Morrison noted that WSB will be present at the Parks Meeting on June 2, 1998, to provide an <br /> 26 update on the park improvements. <br /> 27 Motion by Marks, second by Cavanaugh to approve Resolution 98-046, authorizing WSB & <br /> 28 Associates, Inc. to prepare final plans and specifications for construction of flood mitigation <br /> 29 measures in the City of St. Anthony. <br /> Motion carried unanimously. <br />
