City Council Regular Meeting Minutes <br /> • September 22, 1998 <br /> Page 7 <br /> 1 Mr. Morrison stated rezoning the property would be in direct opposition to the <br /> 2 Comprehensive Plan which will hopefully be adopted. Marks stated rezoning would cause <br /> 3 problems and negative feeling. <br /> 4 <br /> 5 Faust asked for clarification that the Planning Commission is recommending a <br /> 6 redevelopment point person, educated in economic development. Mayor Ranallo <br /> 7 suggested Dick Krier might be available to work with the City on other projects besides <br /> 8 the Shopping Center. <br /> 9 <br /> 10 Faust stated the City needs a staff member whose salary will be returned in dividends. <br /> 11 Thuesen asked whether job share with another community might be feasible. Mayor <br /> 12 Ranallo stated this might cause loyalty problems. <br /> 13 <br /> 14 Marks stated the City is in a difficult position with regard to development since it doesn't <br /> 15 own the property and its ability to progress things is limited: He added good will is <br /> 16 necessary since the City ends up partnering with the developer. He stated rezoning the r <br /> 17 property would be an empty gesture which would destroy the good will necessary to carry <br /> 18 out development. <br /> 19 <br /> Mayor Ranallo suggested approaching Mr. Krier on November 5 with a proposal for his <br /> 41 further service to the City in areas besides the Shopping Center. <br /> 22 <br /> 23 Mr. Bergstrom stated the Planning Commission has identified as critical that the person <br /> 24 identified for this role must be focused, and stay focused. He expressed concern that <br /> 25 hiring someone with other responsibilities outside City of St. Anthony redevelopment will <br /> 26 diminish their sustained efforts. He added he has reservations about hiring a consultant for <br /> 27 the job, but not about Mr. Krier's abilities. <br /> 28 <br /> 29 Faust stated the Planning Commission is advocating the recruitment of an economic <br /> 30 development specialist interested in part-time work whose alliance lies only with the <br /> 31 community. Mayor Ranallo stated Mr. Krier might know of such a person. Mr. <br /> 32 Bergstrom agreed Mr. Krier could be an excellent resource. <br /> 33 <br /> 34 Cavanaugh stated he would wish the Planning Commission to focus on compliance for <br /> 35 existing residential stock which is not for sale as well as that which is for sale. He added <br /> 36 the City of Roseville has allocated HRA money to be used for housing renewal and <br /> 37 renovation. <br /> 38 <br /> 39 Cavanaugh stated he would also wish the Planning Commission to provide a 5-year plan <br /> 40 encompassing all aspects of city infrastructure. <br /> 41 <br /> Cavanaugh stated he would also wish the garage permit variance request process be <br /> 3 revisited soon. <br />
