City Council Regular Meeting Minutes <br /> • September 22, 1998 <br /> Page 8 <br /> 1 Cavanaugh asked whether the City has an infill program. Mayor Ranallo asked for <br /> 2 clarification. Cavanaugh stated city infill programs handle the demolition of old houses <br /> 3 and construction of new ones. He added there are older homes in disrepair in the City on <br /> 4 small lots. <br /> 5 <br /> 6 Mr. Morrison stated infill is an HRA issue which is discussed at a public hearing before the <br /> 7 Planning Commission. Mayor Ranallo stated the issue had come up several months <br /> 8 earlier, but homeowners are usually reluctant to sell. <br /> 9 C. Councilmembers. <br /> 10 Marks stated he had recently been overseas for 3 weeks, and recommended anyone traveling in <br /> 11 Europe to visit Normandy, France, and the cemeteries where U.S. soldiers are buried. He added <br /> 12 it is important to remember the sacrifices of those before us. <br /> 13 <br /> 14 Cavanaugh reported his attendance at the St. Anthony/New Brighton Chemical Health Coalition <br /> 15 meeting on September 9. He stated the coalition supports adult and youth focus groups to <br /> 16 discuss the issues of drug, alcohol and tobacco use among youths. -He added the coalition is in <br /> 17 need of moderators for the focus groups and a facilitator training session will be held on October <br /> 18 12. Anyone interested in participating should contact Cavanaugh. <br /> aCavanaugh reported on his attendance at the Northwest Family Services Board meeting, whose <br /> 21 teen court is also looking for volunteers. He added the teen court is an alternative to the justice <br /> 22 system, requiring teens to appear before a jury of other teens. <br /> 23 <br /> 24 Faust reported on his attendance at a meeting of the League of Minnesota Fiscal Policies <br /> 25 Committee. Policies adopted for the upcoming legislature include local performance aid and <br /> 26 Internet taxation. <br /> 27 <br /> 28 Thuesen reported on his attendance at the Chemical Use Prevention Task Force meeting with <br /> 29 Cavanaugh. He encouraged involvement in the task force which covers many areas of chemical <br /> 30 use and abuse, and participation and questions are welcome. <br /> 31 D. Mayor. <br /> 32 Mayor Ranallo reported on his attendance at the 2nd meeting of the Cable Commission which <br /> 33 revisited its goals. He added the commission is looking for volunteers, particularly in St. <br /> 34 Anthony, to run cable equipment. <br /> 35 E. City Manager. <br /> 36 Mr. Mornson stated the November work session is currently scheduled for Election Day, <br /> 37 November 3. He proposed the work session be held November 4. <br /> 38 <br /> Mr. Morrison stated he is preparing a resolution for the October 13 regular Council meeting <br /> 0 calling for a public hearing on November 10 with regard to the Comprehensive Plan. He added <br /> 41 Bill Weber, BRW, will be present at the public hearing. <br />
