City Council Meeting Minutes <br /> • November.10, 1998 <br /> Page 4 <br /> 1 Mornson stated all internet and e-mail training for City staff will be completed by the end of <br /> 2 November and has proven beneficial to those who participated. <br /> 3 Mornson stated the Ramsey County engineer is scheduled to discuss the bridge project at the <br /> 4 November 24, 1998 City Council meeting. He added the engineer requires approval of the right <br /> 5 of way plan for the bridge project from the Council. He stated the engineer will present <br /> 6 preliminary designs based on the budget designated by the Council a few months ago. <br /> 7 <br /> 8 Mornson reported on his participation in meetings with Cenco, a jet engine components <br /> 9 manufacturer in the Industrial Park, which hopes to receive funding for new equipment from the <br /> 10 Minnesota Investment Fund which is regulated by Minnesota Department of Trade and <br /> 11 Economic Development. He stated the necessary funding can only be channeled through the <br /> 12 City, which will be available to the City for economic development at the end of the loan term. <br /> 13 <br /> 14 Mornson stated the Council has not had an opportunity to discuss the issue, but the company and <br /> 15 the State wish to complete the project by the end of the year, and a public hearing is necessary. <br /> 16 <br /> 17 Cavanaugh asked whether the City is liable in the case of bankruptcy or default. Mornson stated <br /> there is no risk to the City in this process, however, the City would need to attempt to collect any <br /> default. Ranallo stated the issue could be posted for a public hearing on December 16, 1998. <br /> 20 Mornson stated a representative from Cenco would be available that night to answer questions <br /> 21 and has invited the City Council on a tour of their facility. Ranallo suggested other cities who <br /> 22 have applied for this fund might be contacted. <br /> 23 VIII. PUBLIC HEARINGS -None. <br /> 24 IX. NEW BUSINESS. <br /> 25 A. Resolution 98-078, re: Approve plans and specifications and order advertisement for bids <br /> 26 relating to 1999 street improvement project. <br /> 27 Mornson stated plans and specifications for the 1999 street improvement project have been <br /> 28 finalized and require final approval by the Council to authorize bids. He invited the Council to <br /> 29 direct questions to Todd Hubmer, WSB. <br /> 30 <br /> 31 Cavanaugh asked whether the community has been made aware of the scope of the project. <br /> 32 Hubmer stated the city will remain the same except for slight changes in elevation in certain <br /> 33 locations. <br /> 34 <br /> 35 Thuesen asked whether a decision with regard to the alley between Pahl Avenue and St. Anthony <br /> Boulevard had been made. Hubmer stated the pavement portion will be reconstructed and the <br /> alley will be inverted to alleviate flooding problems. <br />
