City Council Meeting Minutes <br /> November 24, 1998 <br /> Page .8 <br /> 1 Doug Jones, 2505 Silver Lane, stated the only way to have an impact on water quality in the <br /> 2 community is to deal with small parcels of land and enforce on-site storm water control. He <br /> 3 added specific provisions for controlling storm water runoff should be added to the ordinance. <br /> 4 He stressed his support of the creation of a buffer zone around the lake banning phosphorus <br /> 5 applications. <br /> 6 <br /> 7 Cavanaugh asked whether amendments could be made in the second reading. Ranallo suggested <br /> 8 the Council table the issue until all comments are incorporated in the document. <br /> 9 <br /> 10 Motion by Marks, second by Cavanaugh to table 2nd reading of Ordinance 1998-010, re: Storm <br /> 11 water management until the January 12,1998 regular Council meeting. <br /> 12 <br /> 13 Motion carried unanimously. <br /> 14 <br /> 15 Ranallo announced the Council would close the meeting to the public to discuss the change order <br /> 16 for the Silver Point Park project. He stated there have been some problems arising with regard to <br /> 17 the project over which there is great public concern, related to the nature of the excavated <br /> material. He added the contractor has stopped work on the project and due to legal issues <br /> 49 involved it would be necessary to close the meeting. <br /> 20 <br /> 21 Sue Kozarek,4029 Shamrock Drive, stated she is aware of the nature of the change order, and <br /> 22 data regarding the history of the park should have been included in the specifications for the <br /> 23 project. She questioned the soil borings done by WSB, adding the engineering firm was aware <br /> 24 from public hearings that there had been a dump at that location which were not addressed in the <br /> 25 specifications. She added problems with the project could impede the progress of other park <br /> 26 projects. <br /> 27 <br /> 28 Marilyn Leach, 2712 - 34th Avenue NE, expressed her concern over safety issues with regard to <br /> 29 the large hole in the park. She urged the Council to be proactive in securing the area or <br /> 30 completing the project. <br /> 31 <br /> 32 At 10:30 PM, motion was made by Marks, second by Faust to hold a private session to discuss <br /> 33 the change order for the Silver Point project. <br /> 34 Motion carried unanimously. <br /> 35 Ranallo announced the regular Council meeting was re-opened at 10:50 P.M. He added the <br /> 36 Council had decided to instruct the City Manager, City Attorney and engineers from WSB to <br /> 7 meet with the contractor on Wednesday November 24, 1998 to be followed by another City <br /> 8 Council meeting at*4:00 P.M. which may or may not be open to the public.. <br />
