Mr. Soler stated all landscaping maintenance is usually taken on by the City. <br /> 9 <br /> 10 Doug Jones, 2505 Silver Lane, asked whether there will be a divider between the roadway and <br /> 11 sidewalk, whether slippery winter conditions will be taken into consideration when paving the <br /> 12 bridge, and whether there will be adequate sidewalk setback for snow storage and traffic. <br /> 13 <br /> 14 Mr. Soler stated adequate boulevard width and snow storage and drainage were included in the <br /> 15 project plan and there will not be a sidewalk railing. <br /> 16 X. UNFINISHED BUSINESS. <br /> A. Ordinance 1998-010, re: Storm water mans ement 2nd readings <br /> 18 Morrison reviewed a memo outlining the Planning Commission's recommendations to the storm <br /> 19 water management ordinance. <br /> 20 <br /> 21 Thuesen reviewed a phosphorus study conducted by the University of Minnesota Extension <br /> 22 Service which confirms misuse of phosphorus can harm the environment and injure plants but <br /> 23 should not be implicated as a source of pollution. He added he believes an aggressive education <br /> 24 program would be preferable to an outright ban on phosphorus, based on the results of the study. <br /> 25 <br /> 26 Thuesen presented a synopsis of the University study for inclusion in the ordinance which <br /> 27 recommends the adoption of an aggressive, permanent education program. <br /> 28 <br /> 29 Gondorchin stated the Planning Commission discussed the issue at length and agreed there is no <br /> 30 physical evidence that phosphorus is the main source of pollution in Silver Lake. He thanked <br /> 31 Thuesen for the information he presented, and added his support to the adoption of an education <br /> 32 program. <br /> 33 <br /> 34 Patti Sausser, 2905 Silver Lake Court, expressed confidence in the new Water Quality Task <br /> 35 Force being appointed by the City to address water quality issues. She cited other communities <br /> 36 within the metropolitan area such as White Bear Lake and Shoreview which adopted phosphorus <br /> 407 restriction policies, and Plymouth which banned the use of phosphorus by commercial <br /> 8 applicators. She stressed the importance of hardware stores carrying "lake friendly" fertilizers. <br /> 39 <br />
