City Council Meeting Minutes <br /> February 9, 1999 <br /> • Page I I <br /> 1 Richard Miller, 2717 - 30th Avenue, asked whether WSB has created other holding ponds on <br /> 2 seized private property. Mr. Hubmer stated the City of St. Paul is currently acquiring 12-27 <br /> 3 homes and going through condemnation proceedings. He added similar situations are occurring <br /> 4 in St. Louis Park and Richfield. Mr. Miller asked whether these other communities devastate <br /> 5 the property by constructing the holding pond on only 2/3 of the property. Mr. Hubmer <br /> 6 confirmed that partial lot construction is common in storm improvement projects. <br /> 7 <br /> 8 IX. NEW BUSINESS. <br /> 9 A. Resolution 99-020, re: Adopt Flood Relief Program for 1999. <br /> 10 Motion by Faust, second by Marks to adopt Resolution 99-020, adopting guidelines for a City- <br /> 11 wide flood relief program and provision for funding. <br /> 12 <br /> 13 Motion carried unanimously. <br /> 14 <br /> 15 B. Resolution 99-021, re: Authorize WSB & Associates, Inc. to prepare feasibility study on <br /> 16 Silver Point Park. <br /> 17 Ranallo stated the City was considering the option of enlarging Silver Point Park through <br /> removal of 6 homes and certain easements. Mr. Hubmer discussed 2 options which would <br /> provide 100 year flood protection: the purchase of 6 homes that have access off the frontage <br /> 20 road, acquisition of 3 easements and utilization of Trillium Park; or simply the acquisition of the <br /> 21 6 homes. He added a third option would require the purchase of 4 homes and utilization of the <br /> 22 back half of parcels off Silver Lake Road. <br /> 23 <br /> 24 Ranallo stated a feasibility study is necessary to determine cost. He added he had received <br /> 25 numerous calls from concerned residents, and invited those present to address the Council. <br /> 26 <br /> 27 Marilyn Leach, 2712 - 34th Avenue NE, stated she has been a lifelong resident of St. Anthony, <br /> 28 adding that the City's water problems are shared by all its residents. She expressed her belief <br /> 29 that the City's taxes are very reasonable and she would favor strong action by the Council to <br /> 30 protect the City's assets. She questioned the need for spending more money on another <br /> 31 feasibility study, adding the City is lacking in vision and a change is needed. She asked whether <br /> 32 part of the high cost of installing a pipe to Town& Country includes tearing up the streets. <br /> 33 <br /> 34 Ms. Leach questioned the City's choice of engineers, citing excavation problems in Silver Point <br /> 35 Park as well as problems with Opus and Apache Plaza. She stated the City should stop pitting <br /> 36 neighbor against neighbor and solve the water problems. <br /> 37 <br /> 38 Florence Iverson, 2812 Highway 8, questioned why the City wants to purchase 6 more homes <br /> 39 and where the money will come from. She stated she is 80.years old and doesn't want to move. <br /> She added she had spoken to the pipe layers who were supposed to be finished working in <br />
