City Council Meeting Minutes <br /> February 9, 1999 <br /> • Page 12 <br /> 1 December, and they indicated it was the worst job they had ever had. She asked who was paying <br /> 2 for the extra work, and why the community wasn't notified about the extension. <br /> 3 <br /> 4 Mr. Hubmer stated the contractor had experienced problems due to cold weather and mechanical <br /> 5 breakdowns which delayed work; he added, however, that the work would be finished this week <br /> 6 and would not represent an additional cost to the City. He added, in response to a question from <br /> 7 Ms. Leach, that street costs were included in the feasibility report and looked at from a complete <br /> 8 project cost perspective. <br /> 9 <br /> 10 James Kimblin expressed his disgust over the appearance of Silver Point Park and stated he <br /> 11 would prefer to bulldoze the Town& Country site. He added a holding pond should be <br /> 12 centralized in Silver Point Park so residents around the park won't have wet basements, and since <br /> 13 the park will not be usable in his opinion. He stated he is not a resident of St. Anthony, but his <br /> 14 mother lives at 2809 Silver Lake Road. <br /> 15 <br /> 16 Tom Key, 3916 Ross Road, #103, asked whether water from surrounding communities will <br /> 17 affect the City's 100 year flood protection. He expressed concern that if other communities do <br /> not have such a plan in place, the City's plan will be ineffective. He expressed his support of the <br /> redevelopment of the Town& Country area. <br /> 20 <br /> 21 Mr. Hubmer stated there are some misconceptions that water from New Brighton and Roseville <br /> 22 is causing problems, such as the industrial site on Highway 88, adding the effect of water from <br /> 23 other communities is not the source of the problem. <br /> 24 <br /> 25 Mr. Kimblin stated the power line on the west side of the park will be inaccessible for utility <br /> 26 trucks due to the size of the hole which is being dug, and he works for NSP. <br /> 27 <br /> 28 Ranallo asked Mr. Hubmer to address issues with regard to Silver Point Park. Mr.'Hubmer <br /> 29 stated the park will operate as a fully functioning park designed with the dual purpose of storm <br /> 30 water storage. He added the gravity flow system which will be utilized will provide positive <br /> 31 drainage and the clay soil in the park will make water migration slow and have minimal impact <br /> 32 on the drainage table. He stated a centralized pond within the park would not be sufficient to <br /> 33 provide adequate water storage. <br /> 34 <br /> 35 Mr. Hubmer stated the feasibility study will cost $2,000 and will be completed within 2-3 weeks. <br /> 36 <br /> 37 Cavanaugh stated 55 acre feet of water storage is necessary to provide 100 year flood protection, <br /> 38 and Silver Point Park will provide the storage and should be viewed as a long-term commitment <br /> 39 by the City to fix the flooding problems. He added the community would not receive a good <br /> 0 return on an investment in the redevelopment of the Town& Country area, and he would wish to <br /> 41 see how much productivity the City can get out of Silver Point Park. <br />
