CALL TO ORDER. <br /> 8 Meeting called to order at 6:35 p.m. <br /> 9 <br /> 10 II. DISCUSSION OF PROPERTY VALUATION IN ST. ANTHONY. <br /> 18 The Mayor reviewed the Board of Review process and indicated that a request by a resident for <br /> 19 a second appraisal by the assessor of their property won't necessarily reduce the original <br /> 20 valuation but might have an opposite effect. He reported that sometimes this process causes an <br /> 21 increased valuation. <br /> 22 <br /> 23 Carrie Luther, Hennepin County Assessor's Office introduced Tamara Doolittle also from the <br /> 24 Hennepin County Assessor's Office, who will be assisting her with the City's re-evaluations <br /> •25 this year. <br /> 26 <br /> 27 Anthony Kaczor, 3008 - 33`d Avenue N.E., reported that he had questioned the value of his <br /> 28 property and called Ms. Luther. He indicated that she returned to his property to re-assess the <br /> 29 property based on their conversation. He said that he was very comfortable with the result of <br /> 30 the reassessment and was here tonight to speak about her professionalism and to tell the Board <br /> 31 that she did a good job. <br /> 32 <br /> 33 Richard Talbot, 3128 Wilson Street N.E., reported that he had been before the Board of <br /> 34 Review before and that his property is affected by flooding problems. He indicated that he had <br /> 35 received abatement as a result of the flooding. He agreed with Mr. Kaczor that Ms. Luther <br /> 36 does a good job, but that he didn't understand the increase he received this year because he has <br /> 37 done no improvements to his property that wouldn't and hasn't prevented any further flooding. <br /> 38 He reported that the valuation of his property has gone from $98,200 to $107,000. He <br /> 39 indicated that the value of his home is not comparable to homes in the area, not even one block <br /> 40 away because they are not inundated with water like his is. Luther indicated that she could <br /> 41 review her records or inspect the property again. She reported that she was there in 1997, at <br /> 42 Mr. Talbot's request and recommends that she review the property records for Mr. Talbot's <br /> 43 property. <br /> 44 <br /> 45 The Mayor also advised Mr. Talbot to contact the City Manager to see the plans for flood <br /> •46 mitigation and street reconstruction projects that are scheduled for his neighborhood this year. <br />
