He indicated that because of his mother's health, repairs and maintenance had not <br /> 11 been done. Ms. Luther reported that she had not been to the property since 1993 and would <br /> 12 recommend that she reassess the property. <br /> 13 <br /> 14 Motion by Faust, seconded by Marks, for Ms. Luther to reassess the property at 3212 - 29`h <br /> 15 Avenue N.E. <br /> 16 Motion carried unanimously. <br /> 17 <br /> 18 Jeff Light, 3119 Silver Lake Road, reported that his property valuation has gone up 13% this <br /> 19 year and indicated that Ms. Luther did reconsider his valuation, dropping it by $3,000. He <br /> 20 indicated that his property is still not worth the valuation that she has reported. He said that <br /> 21 his house is over 50 years old and that he bought it for $79,000. He reported that over the <br /> 22 years, the property valuation has increased incrementally, which he said he could somewhat <br /> 23 understand. He indicated that the property because of its age needs a lot of work if he were to <br /> 24 sell it and that he was certain he could not sell it for the $96,000 valuation that Ms. Luther has <br /> �25 placed on it. He agreed that it is a unique property but felt that a 13% increase in valuation is <br /> 6 drastic and unfair and doesn't make sense. <br /> 27 <br /> 28 Ms. Luther indicated that she returned to his property last week to reassess. She reported that <br /> 29 there have been seven sales of homes in the area and three of those sales were on properties <br /> 30 that have expansion-style homes similar to Mr. Light's. She indicated that the reason for the <br /> 31 valuation is that homes such as these are in great demand, therefore causing the value of them <br /> 32 to increase in the market. She reported that the State requires that properties are to be assessed <br /> 33 100% of market value and that currently Hennepin County assesses properties at about 94% of <br /> 34 market value. Ms. Luther recommended no change in the valuation and no further review is <br /> 35 needed. She advised Mr. Light that he still has the appeal process to Hennepin County still <br /> 36 available to him. She also advised Mr. Light to call Hennepin County to make an appointment <br /> 37 with the County Board of Equalization before June 7'. <br /> 38 <br /> 39 Mr. Light indicated that if he can be shown that a property similar to his sold for $95,900, he <br /> 40 would concede. Councilmember Faust indicated that throughout the metro-area, houses under <br /> 41 $100,000 are feeling a lot of pressure from buyers because they are in great demand. <br /> 42 <br /> 43 Lois C. Krebs, 3009 Silver Lake Road, reported that she been in her home for 20 years and <br /> 44 continues to get water in her basement. She indicated that she has had a sump pump and <br /> 45 crushed rock installed but sill gets flooded. She said that despite this, the valuation of her <br /> 046 home went up to $100,000. She reported that she doesn't understand this valuation because <br /> 47 unlike other homes similar to hers, she does not have a stucco exterior, like the others, and she <br /> 2 <br />
