Resolution 99-037. re: Support for acquisition of abandoned Burlington Northern <br /> 3 Railroad corridor. <br /> 4 Marks stated the railroad property in question could eventually be used for a light rail system, but <br /> 5 meanwhile could be utilized for trails, and might ultimately be used for trails. <br /> 6 <br /> 7 Ranallo welcomed Hennepin County Commissioner Mark Stengline and invited him to address <br /> 8 the Council on this issue. Stengline stated that the Hennepin County Regional,Rail Authority <br /> 9 views this property as a vital link for future rail needs as it completes a criss-cross of the entire <br /> 10 region. He added the County looks forward to the City's support in its purchase of this property. <br /> 11 <br /> 12 Motion by Marks, second by Cavanaugh to approve Resolution 99-037, declaring support for <br /> 13 acquisition of the abandoned Burlington Northern and Santa Fe (BNSF) Railroad corridor <br /> 14 through Roseville, St. Anthony, and Minneapolis. <br /> 15 <br /> 16 Motion carried unanimously. <br /> 17 <br /> 18 C. Ordinance 1999-003, re: Moratorium on the Salvation Army Camp property (waive 1 st <br /> 0 and 2nd readings and adopt). <br /> 20 City Attorney William Soth stated a Minnesota State Statute permits cities to impose a <br /> 21 moratorium for a period of 1 year on a property to conduct studies regarding future zoning and <br /> 22 use of that particular property within the City. He added the moratorium may be extended a <br /> 23 further 18 months. <br /> 24 <br /> 25 Soth stated the moratorium will not affect current uses or owners of the property but will put on <br /> 26 hold any applications for permits to change those uses, rezone or construct different facilities on <br /> 27 the property. <br /> 28 <br /> 29 Soth stated that from time to time the waiving of the normal 3 readings of an ordinance is <br /> 30 deemed appropriate, and this would be such a case as 3 readings would defer adoption during, <br /> 31 which time applications could be made. <br /> 32 <br /> 33 Cavanaugh asked what types of uses are permitted under recreational zoning. Morrison reviewed <br /> 34 the City's ordinance on recreational zoning, including indoor/outdoor recreational facilities <br /> 35 operated by government agencies or non-profit organizations. <br /> 36 <br /> 37 Cavanaugh asked whether the moratorium would create the potential,for some change in land <br /> 38 use. Soth stated the moratorium will allow that to be studied. <br /> 39 <br /> J. Patrick Plunkett, an attorney for the Salvation Army, addressed the Council with regard to this <br /> issue, stating the Army has been in active negotiations with a party for the sale of the property <br />
