City Council Meeting Minutes <br /> May 11, 1999 <br /> • Page 7 <br /> 1 Morrison reported that 15 different firms have expressed an interest in assisting the City with the <br /> 2 design of the new public works facility. He added he will report to the Council on this issue in <br /> 3 mid-June. <br /> 4 <br /> 5 Morrison stated an audio system will be installed in the Community Center's atrium with funds <br /> 6 from the general improvement fund as agreed at a recent worksession. He added the cost of the <br /> 7 audio system will be partly covered under a grant from the North Suburban Cable Commission <br /> 8 which will also cover costs of a larger podium microphone and lower cameras in the Council <br /> 9 chambers. <br /> 10 <br /> 11 Morrison stated that basic planning courses will be available on-site to the new Planning <br /> 12 Commissioners as well as the existing Commissioners and interested Councilmembers. <br /> 13 <br /> 14 Morrison stated the City is in the process of planning next year's flood project, and the feasibility <br /> 15 study on 29th Avenue is moving along. He added that as 29th Avenue is considered a State aid <br /> 16 highway, the City will need to request the capability to borrow against funds from the <br /> 17 Department of Transportation. <br /> 46 Cavanaugh asked whether a design for the pocket parks along St. Anthony Boulevard has been <br /> 20 finalized. Morrison stated that 3 other homes are still to be purchased by the City, and the June <br /> 21 worksession will include a report from the consultants negotiating on those,properties and from <br /> 22 WSB on what will happen to the total project if the City does not acquire the 3 remaining <br /> 23 properties. <br /> 24 <br /> 25 Morrison reported that a neighborhood meeting will be held May 20, 1999 to begin planning for <br /> 26 the 2nd storage pond, construction for which will commence in 12-18 months. He added that the <br /> 27 elimination of the holding pond at the north corner of the community center as been approved by <br /> 28 the Rice Creek Watershed District due to the larger pond being constructed in Central Park. <br /> 29 <br /> 30 Morrison stated that City staff will meet this week and throughout the summer with <br /> 31 representatives from the DNR regarding the bonding bill for next summer. He emphasized the <br /> 32 City's excellent relationship with the DNR which will be helpful in this process. <br /> 33 <br /> 34 VIII. PUBLIC HEARINGS -None. <br /> 35 <br /> 36 IX. NEW BUSINESS. <br /> 37 A. Resolution 99-036, re: Authorize debt analysis study. <br /> 38 Motion by Marks, second by Thuesen to approve Resolution 99-036, authorizing a debt analysis <br /> 39 study for the City of St. Anthony. <br /> Motion carried unanimously. <br />
