City Council Meeting Minutes <br /> • April 13, 1999 <br /> Page 6 <br /> 1 Ranallo stated the City's audit will take place May 4, 1999 and suggested the Council review this <br /> 2 issue at that time. <br /> 3 <br /> 4 Chief Engstrom reviewed the 1998 Police Department Annual Report including strength, budget, <br /> 5 crimes and incidents for 1998. He noted that the high number of suspicious person/vehicle calls <br /> 6 to the police by residents is due to community participation as well as the visibility and proactive <br /> 7 stance of officers within the community. <br /> 8 <br /> 9 Chief Engstrom noted a total of 2,324 police reserves volunteer hours for 1998. Ranallo stated <br /> 10 that all reserve officers are encouraged to attend the upcoming Volunteer Appreciation Dinner. <br /> 11 <br /> 12 Cavanaugh asked where the majority of larceny occurs in the City, noting the high numbers. <br /> 13 Chief Engstrom stated that Cub Foods, which utilizes private security, apprehends shoplifters <br /> 14 who are turned over to the police for prosecution. <br /> 15 <br /> 16 Thuesen noted the drastic drop in the number of DWI's from 1997 to 1998 and asked for <br /> 17 clarification. Chief Engstrom stated there is a nationwide reduction in DWI's and the City is <br /> well below the average and has one of the highest clearance rates. <br /> 20 Marks stated that he has seen many moving traffic violations occur along Silver Lake Road, and <br /> 21 asked whether anything could be done to regulate that. Chief Engstrom stated that the Police <br /> 22 Department is aware of these violations and periodic patrols are done on Silver Lake Road, <br /> 23 adding that vehicles are clocked to monitor average speeds and traffic patterns. He noted that <br /> 24 patrolling is difficult during rush hour. <br /> 25 <br /> 26 Ranallo thanked Chief Engstrom for his report. <br /> 27 <br /> 28 G. Councilmembers. <br /> 29 Cavanaugh reported that the St. Anthony/New Brighton Chemical Health Coalition currently has <br /> 30 3 active sub-committees working to give the organization permanent structure and enhance its <br /> 31 survivability. <br /> 32 <br /> 33 Cavanaugh reported that he has scheduled a meeting with the Northwest Family Services to <br /> 34 review their activities and budget. <br /> 35 <br /> 36 Cavanaugh reported on his participation in the VillageFest Planning Meeting on Monday, April <br /> 37 11, 1999. He stated that all committees are filled except the parade committee which is still <br /> 38 looking for a chairperson. He added the committees will meet the 2nd Monday of each month <br /> 39 until July when they will meet every Monday. He stressed the need for volunteers and <br /> encouraged interested residents to participate. <br /> 1 <br />
