BRW, Inc. in the amount of$12,429.15 for professional services rendered from <br /> 3 February 6, 1999 through March 5, 1999 with regard to Central Park playground <br /> 4 field survey and park design. <br /> 5 B. Police Squad Car: <br /> 6 1. Superior Ford in the amount of$20,216.00 for new squad car. <br /> 7 C. 2 pages of Verified Claims as presented by the Finance Director. <br /> 8 <br /> 9 Motion carried unanimously. <br /> 10 <br /> 11 VII. REPORTS. <br /> 12 Ranallo stated that Diana Roadfeldt wished to make a presentation and invited her to address the <br /> 13 Council. Diana Roadfeldt, 2924 Rankin Road, stated she has been a resident of the City for 9 <br /> 14 years, and has been a member of the Community Services Advisory Council for 8 years, for <br /> 15 which she currently serves as its representative on the Parks Commission. She expressed her <br /> 16 support of the Council, Commissions and City staff, adding she is supportive of the City in <br /> 17 general. <br /> iMs. Roadfeldt stated that the City is faced with some wonderful opportunities, such as the sale of <br /> 20 St. Anthony Shopping Center, the sale of the Salvation Army camp, and a potential new <br /> 21 developer at Apache Plaza, which are immediate and important. She expressed concern that the <br /> 22 City has a lot of work to do in the area of economic development, and recommended the City <br /> 23 hire an Economic Developer. <br /> 24 <br /> 25 Ms. Roadfeldt stated she had contacted 6 other Cities in the metropolitan area, and she spoke <br /> 26 with a City Planner in Shoreview who lives in St. Anthony who indicated that redevelopment <br /> 27 funds are currently available to first ring suburbs and the City is in a good position to take <br /> 28 advantage of these funds. <br /> 29 <br /> 30 Ms. Roadfeldt reviewed possible funding sources available to the City for economic <br /> 31 redevelopment, including the Liveable Communities Demonstration Account administered by <br /> 32 the Metropolitan Council as well as grants from the Minnesota Trade and Economic <br /> 33 Development Commission and the Minnesota Housing Finance Agency. She added she believes <br /> 34 a committed, knowledgeable Staff person could work directly with developers to provide <br /> 35 consistency on various projects and sell the City. <br /> 36 <br /> 37 Ms. Roadfeldt stated she believes this same consistency would not be achieved by hiring various <br /> 38 consultants to work on different projects. She added the Council could decide to hire an <br /> 39 Economic Developer for a few years, and the position need not be permanent. <br />
