City Council Meeting Minutes <br /> July 13, 1999 <br /> • Page 7 <br /> 1 Mr. Hubmer stated the response from residents attending that evening's neighborhood meeting <br /> 2 was positive. He added the residents were pleased with the answers they received to their <br /> 3 questions, and the design will move forward based on the residents' input. <br /> 4 Marks stated, in his opinion,the large holding pond at the north end of Central Park does not <br /> 5 appear to be graded properly. Mr. Hubmer agreed to review the situation. <br /> 6 F. Removal of 2709 Pahl Avenue. <br /> 7 Ranallo welcomed Mary Ann Kuharski, 2709 Pahl Avenue, and invited her to address the <br /> 8 Council. Ms. Kuharski stated she wished to address the Council regarding the proposed buyout <br /> 9 of her home. She added she was contacted last week by City Manager Mike Mornson who. <br /> 10 indicated that the Council held a worksession to discuss taking her home. <br /> 11 Ms. Kuharski stated that she and her husband respect the Council for attempting to address the <br /> 12 City's on-going flooding problems, and commended them for taking action to bring relief to <br /> 13 residents repeatedly affected by floods. She expressed her objection that their home has been <br /> 14 singled out for removal. She added she and her family have lived in the home for 22 years and <br /> 15 she has 6 children currently living at home. <br /> • Ms. Kuharski stated her family has not spoken out against this proposed removal previously but <br /> 17 feels the necessity of doing it now. She urged the Council to consider other methods of <br /> 18 completing the flooding relief efforts. She thanked the Council for their attention. <br /> 19 Ranallo stated the flooding situation has been studied repeatedly and all options have been <br /> 20 considered. He stressed that he would not vote in favor of taking someone's home, and he has <br /> 21 firmly supported the "willing seller willing buyer" scenario. He added this is obviously not the <br /> 22 case with the Kuharski family. He expressed concern that if the flooding situation is not <br /> 23 rectified, residents in that area will continue to.experience problems. <br /> 24 G. Review of 29th Avenue Reconstruction <br /> 25 Mr. Hubmer stated the Council had tabled this issue at their last meeting. Ranallo stressed the <br /> 26 importance of community involvement before the reconstruction commences. He stated the <br /> 27 issue was tabled due to additions made to the plans authorized by the Council in the original <br /> 28 resolution. <br /> 29 Cavanaugh stated the initial object of the reconstruction project was to solve flooding problems, <br /> 30 and the enlarged project involving street widening will open a Pandora's Box, and bring other <br /> 31 issues forward. Thuesen stated, in his opinion, these discussions involving the expanded project <br /> 32 are good, and hopefully the project will be done right the first time. He added he believes the <br /> issue is worth exploring. <br />
