He noted the event was the most entertaining he had ever attended, and <br /> 2 was a tribute to the youth of the community. <br /> 3 Cavanaugh stated that plans for VillageFest are progressing. He added that, in connection with <br /> 4 the planned scavenger hunt, Councilmembers should wear their identification badges as <br /> 5 obtaining their signatures is part of the hunt. He noted that residents interested in being in the <br /> 6 parade are welcome, as well as donations for the silent auction which is a big source of revenue <br /> 7 for the event. <br /> 8 Faust reported on his attendance at a recent legislative policy committee meeting with the League <br /> 9 of Minnesota Cities, and the generation of fiscal futures policies for next year was discussed. <br /> 10 Faust noted the recent City newsletter was excellent and informative, including sections from all <br /> 11 departments. He commended employees from every department for their effort and energy in <br /> 12 disseminating the information to the population. He thanked each department for their efforts in <br /> 13 producing this valuable tool, and encouraged residents to contact City Hall if they had not <br /> 14 received a copy. <br /> C. Mayor. <br /> 46 Ranallo stated he had nothing to report. <br /> 17 D. City Manager. <br /> 18 Mornson stated a meeting to commence development of the City budget for fiscal year 2000 will <br /> 19 be held next Wednesday, August 4, 1999. <br /> 20 VIII. PUBLIC HEARINGS - None. <br /> 21 IX. NEW BUSINESS. <br /> 22 A. Resolution 99-051, re: Approve acquisition of 2700, 2704 and 2709 Pahl Avenue by <br /> 23 Eminent Domain. <br /> 24 Ranallo welcomed Peter Willenbring, WSB, Inc., and invited him to address the Council. Mr. <br /> 25 Willenbring stated the resolution involving the condemnation of 3 homes is part.of Citywide . <br /> 26 efforts to address flooding issues. He added the stormwater plan has been developed to address <br /> 27 flooding problems in the City, and provide 100 year flood protection to its residents. <br /> 28 Mr. Willenbring noted, as part of the implementation of that plan, construction of storm water <br /> 29 storage areas is necessary. He stated these storage areas can be constructed in parks and <br /> 30 backyard areas, but are also required in areas where no open space for provision of storage exists <br /> 31 and structures are present. <br /> 0 Mr. Willenbring stated the area at Pahl Avenue, Wilson Street and St. Anthony Boulevard has <br /> 33 experienced significant flooding problems, and 5 acre feet of flood protection is required in this <br />
