The discussion was signifi- <br /> 3 cant, Mr. Horst stated, because it was the second instance in a month's time that both a lot cover- <br /> 4 age issue and impervious surface issue were brought to the Commission's attention. <br /> 5 Mr. Horst stated that the proposed site plan for the property at 3549 would be reviewed at the <br /> 6 Planning Commission's meeting on November 16, 1999. It would appear, however, in this <br /> 7 instance that it is possible for the resident to obtain close to the current lot coverage percentage <br /> 8 after the construction of a two-car garage. Mr. Horst concluded that the Planning Commission's <br /> 9 decision on the proposed site plan would be presented to the Council. <br /> 10 Mr. Horst mentioned that it is becoming evident that more lot coverage issues could arise as <br /> 11 homeowners pursue options to improve their property. Accordingly, Mr. Horst relayed that the <br /> 12 Planning Commission requested the City Council to review the current regulations regarding lot <br /> 13 coverage and impervious surfaces. <br /> 14 Cavanaugh remarked that the Planning Commission meeting minutes from the October 19, 1999 <br /> 15 meeting indicated that setback restrictions are more widely utilized in some cities. Mr. Horst <br /> clarified that Management Assistant Kim Moore-Sykes had mentioned in the October 19, 1999 <br /> Planning Commission meeting that she had previously researched other cities' procedures <br /> 18 regarding lot coverage, and found that most used setback restrictions as opposed to lot coverage <br /> 19 restrictions. <br /> 20 Ranallo remembered that when the lot coverage restriction was previously modified, the Council <br /> 21 had been concerned about the water runoff and the City's flood protection. Accordingly, as the <br /> 22 City's flooding problems are alleviated, Ranallo would foresee the possibility of some relaxation <br /> 23 of the lot coverage restrictions to accommodate certain situations. <br /> 24 Faust recalled the time when he was a member of the Planning Commission and the lot coverage <br /> 25 issue was reviewed. He believed that the surrounding communities had been polled at that time <br /> 26 and it was found that St. Anthony's policies coincided similarly with other cities' policies. On <br /> 27 the other hand, Faust stated that there are a number of exceptionally small lots in St. Anthony, <br /> 28 and it would be advantageous for the City to obtain an expert opinion on the ramifications of <br /> 29 modifying the current lot coverage restrictions. <br /> 30 Mr. Horst as well recalled the previous Planning Commission's discussion regarding lot <br /> 31 coverage restrictions, and reminded the Council of the circumstances surrounding that <br /> 32 discussion. He explained that a property owner had approached the Planning Commission with a <br /> 33 plan to expand the home in the form of additional decking and ramps to accommodate a <br /> handicapped person.
