For example, Mr. <br /> 2 Horst questioned whether decking would be considered an impervious surface. <br /> 3 Faust responded that impervious surface issues become significant because plastic covering is <br /> 4 sometimes layed underneath rocks or decking, causing potential runoff problems. Faust believed <br /> 5 that the Council should request the City Manager to obtain technical expertise in relation to this <br /> 6 matter. <br /> 7 Thuesen specified that there are various issues to review and consider. In regard to the concept <br /> 8 review, Thuesen believed it would be difficult to upgrade from a single-car garage to a double- <br /> 9 car garage without imposing on current restrictions. Nonetheless, homeowners will potentially <br /> 10 desire to upgrade their property, and these issues will need to be considered. In addition, <br /> 11 Thuesen believed that both the Planning Commission and the City Council should review the <br /> 12 issue of impervious versus pervious surfaces. Thuesen cautioned, however,that lot coverage <br /> 13 issues needed to be carefully considered because the City has strived to create adequate flood <br /> 14 control. <br /> 15 Cavanaugh suggested that City Staff track the issues at hand and any authorizations provided. <br /> Ranallo requested Mornson(1)to explore obtaining professional advice regarding lot coverage <br /> and impervious surface restrictions; (2)to make a list of the permits that have been authorized; <br /> 18 and (3) report back to the Council with the results. <br /> 19 Horst reiterated that the application for a variance and setback regarding 3549 Stinson Boulevard <br /> 20 would be discussed at the next Planning Commission meeting during a public hearing, and a re- <br /> 21 port would be presented to the Council. <br /> 22 On another issue, Mr. Horst stated that the Planning Commission was requested to discuss op- <br /> 23 tions regarding the moratorium on the Salvation Army property. Mr. Horst stated it would ap- <br /> 24 pear that the property has been sold to the Heart of the Earth School. The Planning Commission <br /> 25 had discussed options and concluded that if the property had indeed been sold, that the <br /> 26 moratorium should be lifted. <br /> 27 Ranallo directed the City Manager to coordinate efforts with City Attorney Bill Soth in connec- <br /> 28 tion with the moratorium on the Salvation Army property. <br /> 29 1. Richard Krier- Follow-up Report on the St. Anthony ShoppingC_enter. <br /> 30 Ranallo welcomed Mr. Richard Krier, RLK-Kuusisto, and invited him to address the <br /> 31 Council. Mr. Krier reported that the plans for the redevelopment of the St. Anthony <br /> 32 Shopping Center were progressing as anticipated. Mr. Krier drew the Council's attention <br /> to an illustrative development plan included with the agenda package. He pointed out <br /> 46 that the village green area is larger and contained water,trees, and a place to hear bands <br /> 35 and view shows. There is also a connector to Kenzie Terrace, Mr. Krier stated, as well as <br />
