City Council Meeting Minutes <br /> November 9, 1999 <br /> • Page 7 <br /> 1 Additionally, Mornson tentatively was planning to present the Council with union contracts at <br /> 2 the November 30, 1999 meeting; however, difficulties have arisen in connecting with all three <br /> 3 unions and the presentation will take place at the December 16, 1999 meeting. <br /> 4 Mornson attended a neighborhood meeting for the residents on 331 Avenue. The meeting was <br /> 5 about the 2nd half of the 33rd Avenue to Stinson project, and he felt the meeting was successful. <br /> 6 The plans are to mirror what was done in the first half of the project, and SEH-RCM will be at <br /> 7 the November 30, 1999 Council meeting to request approval of the feasibility study. <br /> 8 Mornson provided a recap of issues left to address for 1999. He proposed that the December 7, <br /> 9 1999 worksession be canceled, and reminded the Council that the next regular meeting would be <br /> 10 held on November 30, 1999. At that meeting, interviews with prospective Parks and Planning <br /> 11 Commissioners would be held from 5:00-7:00 p.m., the truth-in-taxation hearing would begin at <br /> 12 7:00, with the regular Council meeting following. He further stated that the last regular Council <br /> 13 meeting would be held on December 16, and at that time, the City will adopt the levy and the <br /> 14 budget for 2000. He proposed that meeting begin at 6:00 p.m. <br /> 15 Mornson stated that he had been meeting with the Shopping Center owners and the owners of <br /> The Hitching Post to finalize some of those plans before the end of the year. Mornson stated he <br /> would elaborate on the progress of this issue and discuss proposed financing at the H.R.A. meet- <br /> 18 ing following the Council meeting. <br /> 19 VIII. PUBLIC HEARINGS. <br /> 20 None. <br /> 21 IX. NEW BUSINESS. <br /> 22 A. Silver Lake Road Bridge Reconstruction Project Cooperative Agreement with.Ramsey <br /> 23 Coun . <br /> 24 Mayor Ranallo introduced Daniel E. Soler, Traffic Engineer for Ramsey County. <br /> 25 <br /> 26 Mr. Soler began by stating the County is searching for two actions from the Council: (1)to re- <br /> 27 ceive approval on the Plan for the Silver Lake Road bridge reconstruction and associated <br /> 28 elements; and (2)to obtain approval of an agreement depicting cost participation, maintenance <br /> 29 and other responsibilities for that project. <br /> 30 The project involves the construction of a bridge on Silver Lake Road over the CP Railroad <br /> 31 tracks north of 37th Avenue, and includes a bituminous mill and overlay, construction of new <br /> 32 streetlights, watermain, sidewalk and median treatments on Silver Lake Road between 37th <br /> 33 Avenue and Silver Lane. <br /> • <br />
