City Council Meeting Minutes <br /> November 9, 1999 <br /> • Page 5 <br /> 1 City Manager Michael Mornson expressed assurance that any of the aggressive provisions of the <br /> 2 program would not be implemented without the Council's direction. He further clarified that <br /> 3 WSB & Associates would approach the Council with a report and various options would be dis- <br /> 4 cussed at that time. Morrison felt that an aggressive approach might not be necessary. <br /> 5 Motion by Marks, second by Cavanaugh, to approve the Sanitary Sewer Implementation Plan as <br /> 6 presented by Todd Hubmer of WSB & Associates, and to direct WSB & Associates to proceed <br /> 7 with presenting the Plan to the Metropolitan Council Environmental Services. <br /> 8 Motion carried unanimously. <br /> 9 Ranallo thanked Mr. Hubmer for his presentation. <br /> 10 C. Mayor. <br /> 11 Ranallo announced that the newly elected Council members, Amy Sparks and Dick Horst, were <br /> 12 in attendance at the Council meeting. <br /> 13 Ranallo asked Doug Bergstrom of Boy Scout Troop 153 to have the Scouts introduce themselves <br /> to the Council. Each member stood and gave their name before the Council and received a round <br /> of applause for their efforts. Ranallo expressed appreciation for the Scouts' attendance. <br /> 16 D. Councilmembers. <br /> 17 Faust had nothing to report. <br /> 18 Thuesen had nothing to report. <br /> 19 Cavanaugh congratulated the public on the excellent turnout of 42%for the election. He felt that <br /> 20 the community should be proud of the participation. <br /> 21 Marks reported that the Sister City Association meeting would be held on Sunday,November 14, <br /> 22 1999. All members should have received notices. Marks encouraged anyone interested in at- <br /> 23 tending the meeting or joining the Association to see him for more information. <br /> 24 Marks also reported that he attended the Parks Commission meeting on November 8, 1999 as <br /> 25, Council Liaison and that a number of items were discussed. The punch list for completing <br /> 26 Water Tower Park is still under consideration and there are items left to be finished. <br /> 27 Another issue that was discussed was the push towards developing a vision for the next two <br /> 28 years, but in particular, rebuilding Central Park. Marks stated that since he is nearing the end of <br /> his term as Council Liaison, he offered some advice to the Commission. This advice suggested <br /> the Commission put together a vision and their plan as to how to proceed expeditiously with <br />
