This program was established to assist homeowners in <br /> 2 providing 100-year flood protection, and allows residents and businesses within the City to <br /> 3 flood-proof their structures with 65% City funds and 35%matching funds. <br /> 4 3. Flood Prone Home Buyout Program. As a result of the flooding in 1997, five homes <br /> 5 were identified for purchase and removal. In their location, storm water storage holding areas <br /> 6 will be constructed and will provide the necessary flood protection.to adjacent structures. <br /> 7 4. 1999 Street, Utility and Storm Water Improvement Project. This project included recon- <br /> s struction of Wilson Street from 27th to 29th Avenue, and Pahl Avenue from Wilson Street to <br /> 9 Coolidge Street. Additionally,three alleys located south of Murray Avenue and east of Wilson <br /> 10 Street were included. The project is 90%complete with minor issues to be completed by Mid- <br /> June of 2000. <br /> 12 5. 2000 Street, Utility and Storm Water Improvement Project (29th Avenue). This project <br /> 13 proposes to reconstruct 29th Avenue from Stinson Boulevard on the west to County Road 88 on <br /> 14 the east. Itis anticipated that the project will resolve flooding issues at Roosevelt and 29th <br /> 15 Avenue,route storm water to the Silver Point Park, and construct a sanitary sewer bypass, which <br /> will assist in reducing sanitary backup problems. A proposed construction date is May 2000, <br /> 7 with anticipated completion in July 2001. <br /> 18 6. Harding Street Storm Water Stora. The project proposes to construct approxi- <br /> 19 mately half of the required 100-year flood storage for the south portion of the City in the back- <br /> 20 yard areas of homes located on 30th Avenue, 31 st Street and Silver Lake Road, east of Harding <br /> 21 Street. WSB has secured the services of Close Landscape Architecture to address residents' <br /> 22 landscaping issues. A proposed construction date is October or November 2000, with an antici- <br /> 23 pated completion date of June 2001. <br /> 24 7. Construct Fordham Road, Shamrock Drive and Silver Lane Storm Water.Improvements. <br /> 25 This project addresses the flooding which has occurred in the northeast corner of the City. The <br /> 26 current proposal to relieve flooding in this area involves the reconstruction of Emerald Park to <br /> 27 provide storm water storage. It is anticipated that a feasibility study would be undertaken in the <br /> 28 summer or fall of 2000. <br /> 29 Cavanaugh requested that Mr. Hubmer explain the necessity for the proposed Parking Resolution <br /> 30 (No. 00-016) on the Council's agenda. By way of background, Mr. Hubmer explained that, cur- <br /> 31 rently, 29th Avenue is designed for two lanes of traffic, with parking on both sides. The street <br /> 32 has chokers and reducers, which were installed to assist in controlling traffic flow and speed. <br /> 33 Consequently, at the points where the chokers and reducers were installed,there is not adequate <br /> 4 width for parking on both sides of the street. Therefore, the City must ban the parking of motor <br /> vehicles on 29th Avenue at all times at certain points. Pursuant to State requirements, the City is <br /> 36 required to pass a Resolution to that effect and retain the Resolution in the City's files. <br />
