Resolution 00-015, re: Application for Premises Approval for Charitable Gambling at the <br /> 3 Stonehouse. <br /> 4 Motion by Thuesen to approve Resolution 00-015, wherein the City Council of the City of St. <br /> 5 Anthony hereby approves the Application for Premises Permit Renewal made by the St. Anthony <br /> 6 Sports Boosters to conduct pull-tab activity relating to charitable gambling at the Stonehouse, a <br /> 7 municipal-owned liquor establishment, 2700 Highway 88, located within the City of St. <br /> 8 Anthony. <br /> 9 Motion carried unanimously. <br /> 10 IX. STAFF REPORTS. <br /> I 1 A. WSB & Associates, Inc. Report on Flood Mitigation_ (including Resolution 00-016, re: <br /> 12 Parking Restrictions on 29th Avenue NE). <br /> 13 Mornson introduced Todd Hubmer, WSB & Associates, Inc. and invited him to address the <br /> 14 Council. <br /> Mr. Hubmer stated that he would provide for the Council a brief history of the flood <br /> 6 improvement project. As recently as 1987, the City experienced significant flooding problems. <br /> 17 At that time, RCM was hired to complete an analysis of the flooding issues. It was determined to <br /> 18 postpone any improvements because financing was a concern. Flooding again occurred in 1990, <br /> 19 and this in turn was followed by an engineering analysis in response to citizens' concerns. <br /> 20 Furthermore, additional flooding occurred in 1997, and at this time, a stormwater task force was <br /> 21 formed to address the water issue. During that time, 77 homes reported damage as a result of <br /> 22 flooding from the 1997 storm, and it was believed that other homes suffering damage were unre <br /> 23 ported. As a result of the efforts from the task force, an engineering analysis was drafted and an <br /> 24 implementation program was started to provide 100-year flood protection. Financing continued <br /> 25 to be an obstacle, but funding was actively sought. <br /> 26 Mr. Hubmer directed the Council's attention to a letter dated January 6, 2000 from WSB & <br /> 27 Associates to the City of St. Anthony. This letter provides an update on the current status of <br /> 28 flood projects within the City, and Mr. Hubmer proceeded to review the letter with the Council. <br /> 29 In short, the following projects are currently at various stages of completion: <br /> 30 1. Silver Point Park and Central Park Storm Water Storage Improvements. Storm water <br /> 31 holding areas at Silver Point Park and Central Park are 95% complete. Although minor issues <br /> need to be completed at both parks, it is anticipated that the Silver Point Park Grand Reopening <br /> will be held in the spring of 2000. <br />
