City Council Regular Meeting Minutes January 11, 2000 Page 8 1 Cavanaugh reviewed the letter step by step with the Council and with Mr. Hubmer. In response 2 to questions about the additional funding of$10,000 for the project, Cavanaugh responded that 3 the Council had promised the residents affected by the Harding project that the City would do a 4 good job. 5 Motion by Sparks to approve the additional funding of$10,000 for landscaping fees. 6 Motion carried unanimously. 7 Cavanaugh asked if the Council would be interested in participating in the community meeting 8 scheduled for February 29, 2000. Mr. Hubmer stated that, although the Council was welcome to 9 attend, often times the residents look for answers from Councilmembers versus trying to,work 10 through the process of developing ideas and providing discussion. 11 On the other hand, Cavanaugh stated, the Council wishes to be in tune with the.residents and that 12 information is as critical to the Council as to the residents. 13 Thuesen cautioned that if any Councilmember were to attend the community meeting, that the appropriate rule would be one of observation. In other words, the purpose of the meeting is for X75 the residents to chose options and alternatives, and eventually return to the Council. 16 Horst countered that, although he understands the Council's hesitation about attending the meet- 17 ing, he would regret it if the Council was perceived by the residents as uncaring because there 18 were not any members from the Council in attendance. 19 Thuesen offered his belief that the Council has demonstrated in the past that it interested in lis- 20 tening and willing to cooperate in order to provide the best outcome for situations. 21 . Morrison suggested that the City consider coordinating appraisal efforts with the residents, and 22 he stated that he would consult with the City Attorney regarding that matter. 23 Mr. Hubmer directed the Council's attention to the Schedule, Budget, and Funding Schedule pre- 24 sented in the meeting packets. He proceeded to review each project, the expenditures to date, 25 and the anticipated expenditures. Additionally, Mr. Hubmer reviewed the funding sources and 26 any particulars noted pertaining to funding. 27 In response to some concern about funding, Morrison explained that the previous Council had 28 made stipulations that bids would not be approved until the City had.received the final tally from 29 the State in approving the 29th Avenue reconstruction. Sparks questioned if a smaller-scaled project, for example a 75-year flood protection as opposed 31 to a 100-year protection, would change the scope of the project to date. Mr. Hubmer responded
