City Council Regular Meeting Minutes <br /> September 12, 2000 <br /> Page 3 <br /> I agreed with a resident that spoke earlier that.retail,has not been successful in Apache, and he <br /> 2 agreed with another resident that the Council should reconsider the development of Apache <br /> 3 Plaza. Furthermore, Mr. Wagner stated that Apache Plaza already had a prospective tenant, of <br /> 4 which such tenant spoke at the prior Council meeting. Mr. Wagner requested that the Council <br /> 5 reconsider the project as representatives of the community. <br /> 6 Jeanette Dick, 3519 NE Harding, stated the Apache issue has been discussed over many months. <br /> 7 She mentioned that the issue of trucks coming in and out of the property was a concern to some <br /> 8 Councilmembers. She noted that the Cub Food store has trucks in and out, and when Apache <br /> 9 was doing business, there were trucks in and out of that property as well. She hoped that the <br /> 10 Councilmembers would reconsider and stated that the residents of St. Anthony deserve more. <br /> 11 George Marks, former Councilmember, noted that Apache represents a development opportunity <br /> 12 for St. Anthony, as well as a sort of spirit of-thd t6wn. So many comments have been received <br /> 13 over the years about the residents wishing for something at Apache. Something that is standing <br /> 14 in the way, he believes, is called a "council process." He believes that this issue was not carried <br /> 15 through completely, that more negotiation was possible, and he hoped the Council would re-open <br /> 16 this issue. He urged the Council to take a whole new view of the issue and not be tied to <br /> anything that has been written or said prior to this date. He offered some advice to the Coun- <br /> cilmembers due to his past experiences as a Planning Commissioner and a former <br /> 19 Councilmember. He hoped that the Councilmembers would try to hold their opinions about the <br /> 20 project until it has been completely reviewed and researched. He noted that the City needs an <br /> 21 additional tax capability, and the sooner a viable project can be developed at Apache, the better <br /> 22 off the City will be. He urged the Councilmembers to reconsider the project. <br /> 23 Bob Manske, 3516 Harding Street, has lived a.the.community a long time and has been on the <br /> 24 School Board as well. He was very disappointed in the Council's decision regarding Apache, and <br /> 25 offered advice to the newer members of the Council based on his past experience. He noted that <br /> 26 the Councilmembers must rely on the professional staff that are hired to serve the City. As a <br /> 27 Councilmember, it would be impossible to know everything about issues, and it is important to <br /> 28 accept that the City has good counsel.and consultants, and he believed the Council should take <br /> 29 that advice and move forward with the reconsideration of Apache Plaza. <br /> 30 Ted Severson, 2504 33rd Avenue, is President of the St. Anthony Soccer Club, which gives him <br /> 31 a position on the Sports Boosters. He understands that the Parks Commission will be discussing <br /> 32 the Central Park redevelopment with the Council. He runs the soccer program, and there are <br /> 33 about 700 kids in the program. He would like to point out to the Council that when Silver Point <br /> 34 Park, considerable field space was lost due to the need for water drainage. He wanted to request <br /> 35 that when the Council reviews the plan that is`,pioposed by the Parks Commission, that it be kept <br /> in mind what needs to be done to obtain the maximum space. <br />
