City Council Regular Meeting Minutes <br /> September 12, 2000 <br /> • Page 8 " <br /> 1 Mr. Soth continued by commenting on the Planning Commission's findings of fact no. 2 and 4, <br /> 2 and felt those two findings were the most significant. <br /> 3 Thuesen noted that the Council needs to determine the focus of the area of property in question. <br /> 4 In particular, Thuesen was concerned about the type of storage that was mentioned earlier. <br /> 5 Another representative from Frontline Church noted that the type of storage had not yet been <br /> 6 determined. Thuesen noted that he felt that the Church would make an excellent neighbor, how- <br /> 7 ever, he felt that the Council needed to determine the goal for that property and continue from <br /> 8 that point. <br /> 9 Horst inquired about the parking space available. Ms. Cole responded that currently there are 77 <br /> to spaces available, and this would appear to be adequate for the families that are members of the <br /> t t Church. <br /> 12 Horst inquired about the appeal of the particular building in question. The Associate Pastor <br /> 13 spoke and stated that their current location in Roseville is close to St. Anthony and the Church <br /> 14 felt that they could present an asset to the community, as well as revitalize the building and the <br /> area. <br /> 16 Horst noted that in his experience, he had learned that "spot zoning" is not recommended as a <br /> 17 general rule. <br /> 18 Cavanaugh noted that a change in the zoning Tof a City is a large undertaking and he further ex-. <br /> 19 plained the findings of the Planning Commission. <br /> 20 Thuesen noted that although this decision is painful, the City needed to move forward with the <br /> 21 renovation of the St. Anthony Shopping Center, and that the Council should heed the advice of <br /> 22 the City's attorney about changing the precedence of the zoning ordinance. <br /> 23 Motion by Horst to Approve Resolution 00-059, a Resolution Relating to a Request to Amend <br /> 24 the Zoning Ordinance, which in agreement with the findings of the Planning Commission at their <br /> 25 July 18, 2000 meeting, the City Council of the City of St. Anthony hereby denies the request for <br /> 26 the zoning ordinance amendment submitted by Frontline Church. <br /> 27 Motion carried unanimously, <br /> 28 B. Resolution 00-065 re: Emergency Vehicle Preemption. <br /> 29 Cavanaugh asked for a report from City Manager Momson. Morrison reviewed for the Council <br /> o that S.E.H. had been asked in March 2000,to appropriate $65,000.00 for the installation of an <br /> emergency vehicle pre-emption system at the eight signalized intersections within the City. <br />
