Thuesen <br /> 2 noted that time is of the essence in-;facilitating emergency response times and he fully supported <br /> 3 the project. <br /> 4 Joel Hewitt, Fire Chief, addressed the Council noted the excellent features of the Opticom system <br /> 5 and felt that the figures that were presented to the Council were accurate figures. <br /> 6 Hodson noted he would support the project at all odds and commended the fire and police de- <br /> 1 partments for pulling the project together. <br /> 8 Motion by Thuesen to approve Resolution 00-065, a Resolution Relating to Emergency Vehicle <br /> 9 Pre-emption. <br /> 10 Motion carried unanimously. <br /> 11 C. Resolution 00-078 re: Livable Communities Act. <br /> 12 Motion by Hodson to approve Resolution 00-078, a Resolution Electing to Continue Participat- <br /> 13 ing in the Local Housing Incentives Account Program Under the Metropolitan Livable Commu- <br /> 0 nities Act for calendar year 2001. <br /> 15 Motion carried unanimously. <br /> 16 D. Resolution 00-079 re: City's Participation in the Building_Qualities Communities Effort. <br /> 17 Motion by Horst to approve Resolution 00-079":A: Resolution Approving Participation in the <br /> 18 Building Qualities Communities Effort. <br /> 19 Motion carried unanimously. <br /> 20 E. Discussion of Funding Option for Central Park. <br /> 21 Cavanaugh requested a report from City Manager Mornson. In this respect, Mornson presented a <br /> 22 memorandum dated August 8, 2000, which depicted a possible financial plan to pay for the $1.6 <br /> 23million dollar Central Park Project with zero increases in taxes and full utilization of budget re- <br /> 24 serves. <br /> 25 Mornson asked for the Councilmembers to review the figures and presentation, and to come to an <br /> 26 agreement over what would be discussed at the,joint meeting with the School Board and Parks <br /> 27 Commission to be held September 26, 2000. <br /> 28 Cavanaugh mentioned that he would like to hear from Hennepin County on the project. <br /> Horst noted the increase in Central Park's budget and he would like to review and discuss the <br /> 30 proposal in detail. <br />
