<br /> WHEREAS. It Is necessary for the timely progress of the resource recovery
<br /> The hearing will be in the County Board room on the 24th project to designate a site and acquire It; and
<br /> floor of the Government Center, 300 S. 6th St., Minneapolis. WHEREAS. the County Board has authorized negotiation for the purchase of the
<br /> West Riverbank Site, by Resolution 83-6-382 on June 7, 1983; and

<br /> WHEREAS, pursuant to Resolution 83-6-485, adopted June 29, 1983: the County
<br /> in size, is located on the west bank of the Mississippi River # and Its consultants developed engineering, land use and environmental Information
<br /> for two alternate sites known as the Pacific and Plymouth Avenue Sites, In a
<br /> between 33rd Avenue N. and 36th Avenue N. manner similar to that developed for sites considered In the City/County siting
<br /> process; and
<br /> The County Board has approved as a concept the construction 1
<br /> WHEREAS, pursuant to Resolution 83-8-587 and 83-8-623. Hennepin County
<br /> of an up to 2,000-ton-per-day resource-recovery facility, i retained a consultant experienced In industrial and commercial real estate, to
<br /> develop an estimate of costs associated with purchase or condemnation and
<br /> utilizing the West Riverbank site. A task force of County Board f relocation, and the willingness of various owners to sell within the Pacific and
<br /> Plymouth Avenue Sites (the Pelton Report); and
<br /> members and Minneapolis City Council members analyzed several sites
<br /> WHEREAS, the Pelton report estimates that the Plymouth Site and the Pacific
<br /> for a resource-recovery plant for about one year and recommended Site would cost $10.155,400 and $20,640.625 respectively; and
<br /> use of the West Riverbank site. Criteria reviewed included WHEREAS. It Is anticipated that the West Riverbank site can be acquired for
<br /> substantially less cost than the Pacific or Plymouth sites; and
<br /> cost, accessibility, soil suitability, access to markets; and
<br /> WHEREAS, prior studies of the Pacific and Plymouth Avenue Sites indicate the
<br /> emissions and other environmental factors. existence of hazardous wastes on at least a portion of the Plymouth Avenue Site;
<br /> and
<br /> The County Board in June 1983 authorized county staff to
<br /> WHEREAS, staff of the City and County have been negotiating the purchase of
