The February 15th memorandum on the <br /> 12 coverage had indicated the necessity for passage of the proposed <br /> 13 resolution extending coverage to elected or appointed officials and .had <br /> 14 reported how current minimum and maximum benefits would be calculated. <br /> 15 NEW BUSINESS <br /> 16 Council Awards Contract for New Manlift Aerial Unit to Second Lowest <br /> 17 Bidder, Hi-Ranger Midwest for $36,852.19 <br /> 18 In his February 24th memorandum in the agenda packet, Public Works <br /> 19 Director Hamer had addressed the four bids received for the above and <br /> 20 had given the reasons he was recommending that the Council award the bid <br /> to Hi-Ranger to include the options and refurbishing of the City truck <br /> to accommodate the aerial machine. Mr. Hamer had advised that there <br /> 23 were two major areas where the lowest bidder, Truck Utilities' , bid had <br /> 24 not met the specifications. Mr. Childs reported his conversation with <br /> 25 the City Attorney and had indicated Mr. Soth perceived no problem with <br /> 26 not taking the lowest bid, since that bid did not meet the <br /> 27 specifications related to the working height of the aerial or provided <br /> 28 the type of hydraulic pump the Public Works Director deemed necessary <br /> 29 for easier operation of the equipment. <br /> 30 Council Action <br /> 31 Motion by Ranallo, seconded by Makowske to award the contract for the <br /> 32 manlift aerial unit to the second lowest bidder, Hi-Ranger Midwest, for <br /> 33 $36,852 . 19 as recommended by the Public Works Director. <br /> 34 Motion carried unanimously. <br /> 35 UNFINISHED BUSINESS <br /> 36 Motion by Marks, seconded by Makowske to leave on the table Council <br /> 37 action on proposed Resolution 89-007 which would authorize the execution <br /> 38 of an agreement between the City and the Minnesota Pollution Control <br /> 39 Agency related to remedial activities to the ground water contamination <br /> 40 in the St. Anthony area for further work by the City Attorney. <br /> 9 <br />
