Council Member. <br /> . 3 Enrooth stated that the City Council became aware of Waste <br /> 4 Management ' s charge for recycling pickup at the same time <br /> 5 that Waste Management sent notice to its customers . He <br /> 6 pointed out that other haulers service the St . Anthony area <br /> 7 at competitive rates and do not charge to pick up recycling. <br /> 8 <br /> 9 Norman Lucas then asked what provision had been made for <br /> 10 disposal of leaves and grass clippings . Council Member <br /> 11 Enrooth responded that at the present time several compost <br /> 12 centers operate in the metropolitan area, and that the <br /> 13 closest to St . Anthony is located at Lake Johanna . He noted <br /> 14 that as landfill space becomes more scarce haulers are <br /> 15 charged higher dumping rates , ani that the new Hennepin <br /> 16 County trash incinerator is not intended to burn leaves and <br /> 17 grass . Mayor Pro Tem Ranallo advised the citizens that the <br /> 18 Citv will devise a plan for disposal of leaves and grass <br /> 19 before spring . He indicated that. the City will continue to <br /> 20 keep its salvage/recycling yard open as long as the need is <br /> 21 apparent . <br /> 22 •23 <br /> 24 CITY COUNCIL <br /> 25 <br /> 26 Council Member Makowske reported that she attended the <br /> 27 Ramsey County League of Local Governments Legislative <br /> 28 Committee meeting and was asked to draft a resolution <br /> 29 regarding the DARE drug program for presentation to the <br /> 30 state legislature . She also attended the school community <br /> 31 forum, and made materials available to interested Council <br /> 32 members . <br /> 33 <br /> 34_ Council Member Enrooth reported that he will attend a <br /> 35 meeting dealing with youth in the Apache area and will <br /> 36 follow up with information to the Council . <br /> 37 <br /> 38 Council Member Marks noted that he also had received many <br /> 39 calls regarding Waste Management ' s rate schedule . He <br /> 40 expressed regret that , although the City thought they had <br /> 41 designed a system to encourage recycling, Waste Management ' s <br /> 42 response was counterproductive . <br /> 43 Council Member Marks reported that he had met with <br /> 44 representatives of the school district regarding disorderly <br /> 45 and illegal behavior by youths in the Apache area . <br /> 46 <br /> 47 Mayor Pro Tem Ranallo reported that he visited with Mayor <br /> 48 Sundland and ,was encouraged by his recovery progress . Mayors <br /> 49Sundland expressed his gratitude to the City Council for <br /> 50. filling in for him in his absence . <br />
