Council- Meeting <br /> March 13, 1990 <br /> page 8 <br /> • <br /> 1 The City Manager explained that <br /> 2 Channel 33 could be used for "creative" cable use and Channel 16 <br /> 3 is specifically used as government access and is received only by <br /> 4 residents of St. .Anthony. Channel 33 is available to all residents <br /> 5 in the ten cities in the cable district. <br /> 6 <br /> 7 The City Manager noted that two cameras would be needed to cablecast <br /> 8 Council meetings; one for close-up and one to do wide-angle. He felt <br /> 9 the camera presently in use could be used for the close-up coverage. <br /> 10 <br /> 11 Councilmember. Enrooth recalled the results ofa 1988 survey regarding <br /> 12 residents -feelings on watching Council meetings and noted that there <br /> 13 was very little interest indicated. He noted he would rather see the <br /> 14 funds spent on keeping the recycling program operating. He has not re- <br /> 15 ceived any calls nor comments in support of cablecasting Council <br /> 16 meetings. Councilmember Makowske agreed and stated she would rather see <br /> 17 $5,000 spent on a more worthwhile project. She felt if residents were <br /> 18 interested in City Council meetings they were welcome to attend and <br /> 19 there would more opportunity in person to participate and make comments. <br /> 20 <br /> 21 The City Manager will review the Franchise Agreement to determine if <br /> 22 the fees received from the Franchise must be used for special purposes • <br /> �3 or can be earmarked for something else. <br /> 24 <br /> �5 Councilmember Marks felt cablecasting of Council meetings would be <br /> 26 valuable and a tool for increasing resident involvement and communication. <br /> 27 He was of the opinion that the public holds a type of cynicism toward <br /> 28 government and cable could dispel some of these feelings. <br /> 29 <br /> 30 Mayor Pro-tem Ranallo felt the first responsiblity of the Council was <br /> 31 to provide services from the Police Department , Fire Department and <br /> 32 the Public Works Department. He noted that a decrease in Local Govern- <br /> 33 ment Aid is expected next year and he would prefer to spend the money <br /> 34 from the -franchise fund in another manner. <br /> 35 <br /> 36 Councilmember Marks felt this was a basic political decision and residents <br /> 37 have to advise the Councilmembers of their feelings on the matter. <br /> 38 <br /> 39 Joe Sevick, 3505 31st Avenue, questioned if all of the other communities <br /> 40 who have active cable use are misguided.. He felt there were many benefits <br /> 41 to be had from cable television, particularly in the area of communication <br /> 42 between the residents and the Council . He stated that perhaps there might <br /> 43 be some obligation to put some of the franchise fee back into the cable <br /> 44 system. He felt any additional opportunities for communication and infor- <br /> 45 mation such as the newspaper and the City newsletter do not reach every <br /> 46 resident. <br /> 47 •48 Dennis Cavanaugh want-.P(l Dennis Murphy, a representative on the Cable <br /> 49 Commission, to attend this Council. meeting and give his views on <br /> 50 St. Anthony cable prospects.
