Council- Meeting <br /> March 13, 1990 <br /> • page 9 <br /> 1 use of Channel 16 has been made by the administration but he suggested <br /> 2 its use could be increased. <br /> 3 <br /> 4 Mr. Murphy felt increased use of cable television in the City should <br /> 5 be given serious consideration. He noted he serves on a proactive <br /> 6 Cable Commission and that cable could be used, as it is in other <br /> 7 communities, as another means of communication. He noted that if the <br /> 8 City did not have the franchise no funds would be realized at all . <br /> 9 Mr. Murphy is very supportive of having Council meetings televised. <br /> 10 He noted that the Cable Commission has approved aiding communities <br /> 11 in starting cable casting. He will request the Cable Commission to <br /> 12 purchase another camera for St. Anthony. <br /> 13 <br /> 14 Bob Lohman, a resident of the City, suggested the Council meetings could <br /> 15 be video taped and be made available at the Library. <br /> 16 <br /> 17 Resolution No. 90-014; Regarding Sale of $315,000 Certificates of Indebtedness <br /> 18 (This item was moved up on the agenda as a courtesy to Bob Thistle, a repre- <br /> 19 sentative of Springsted, Inc. ) <br /> 20 Mr. . Thistle advised that nine bids were received for these Certificates. <br /> 21 The bond rating of the City of St. Anthony has been placed at A to A-l . He <br /> • 22 observed that this rating is very complimentary to the Council 's handling <br /> 23 of its fiduciary responsiblities and fiscal management. He recommended <br /> 24 accepting the low bid. <br /> 25 <br /> 26 Motion by Marks, second by Makowske to accept the low bid from Marquette <br /> 27 Bank of Minneapolis at 6.2525%. Mr. Thistle noted that if the City's rating <br /> 28 had been lower from Moody's Service the rate of interest would have been <br /> 29 higher. <br /> 30 <br /> 31 Motion carried unanimously <br /> 32 <br /> 33 Motion by Ranallo, second by Makowske to advise Mr. Dave Childs, the former <br /> 34 City Manager of St. Anthony, of the A-1 rating. The City Manager will draft <br /> 35 a letter in response to this request. <br /> 36 <br /> 37 Motion carried unanimously <br /> 38 <br /> . 39 2. Dog Licensing <br /> 40 <br /> 41 Sue VanderHeyden, Assistant to the City Manager, advised the Council of <br /> 42 the plan foraccounting for and the issuance of dog licenses. There will <br /> 43 be a crossrefeeencing system employed so there will be a double check type <br /> 44 of procedure. She felt the fine for non-compliance would be a motivation to <br /> 45 license a dog. <br /> 46 <br /> 47 The present license -is for only one year. The City Manager felt the dog <br /> • 48 licensing period could be scheduled to coincide with rabies shots required <br /> 49 by .the veterinarian. Councilmember Enrooth felt a three year license should <br /> 50 be considered with a price break in the cost. The tag that is issued with <br />
