MEMORANDUM <br /> TO: CITY COUNCILMEMBERS <br /> THOMAS BURT, CITY MANAGER <br /> FROM: SUSAN VANDERHEYDEN, ASSISTANT TO THE CITY MANAGER <br /> DATE: MARCH 22 , 1990 <br /> RE: REQUEST FROM MARI-S GROVENDER <br /> (Mr. Grovender will be in attendance to make a <br /> presentation to the Council) <br /> Public Works Director Hamer sent a violation letter to Mr. <br /> Grovender for the parking of a motor home on an unpaved surface. <br /> Mr. Grovender contends that he cannot afford to concrete or asphalt <br /> an area for the motor home because he is on a fixed income. <br /> Therefore, Mr. Grovender would like to be allowed to use crushed <br /> rock for a surface to park his motor home. <br /> If the Council should wish to pursue the granting of the request <br /> you may want to refer the issue -to the Planning Commission for a <br /> recommendation of a formal variance request. However, it should be <br /> noted that a variance cannot be granted solely on the basis of <br /> • economic hardship. Therefore, the Planning Commission and City <br /> Council would really be considering an amendment to the ordinance. <br /> A copy of the applicable ordinance is attached for your <br /> information. <br /> • <br />
