POSITION DESCRIPTION <br /> CITY OF ST. ANTHONY VILLAGE <br /> POSITION: City Manager <br /> DEPARTMENT: Administration <br /> OBJECTIVE AND SCOPE <br /> Plan and direct the administration of City functions as delegated by the Optional Plan B and <br /> City Council to ensure efficient municipal services and development in line with Council <br /> objectives. <br /> Operates with considerable discretion in administration functions and in implementing <br /> policies of the Council. Responsible for effective recommendations in areas of policies, <br /> planning, staffing, budgeting, etc. where Council action is required. <br /> RELATIONSHIPS <br /> Reports to: City Council <br /> Supervises: Director of Public Works <br /> Chief of Police <br /> Finance Director <br /> Director of Liquor Operations <br /> Fire Chief <br /> Assistant to the City Manager <br /> Secretary / City Clerk <br /> Indirectly controls additional full-time and part-time employees <br /> Coordinates: Legal Counsel <br /> Consultants <br /> SPECIFIC RESPONSIBILITIES <br /> 1. Direct and control all line operations of the municipality. Works closely with <br /> department managers to plan and coordinate activities and follow up to <br /> ensure effective service to the public and effective conduct of all municipal <br /> affairs. <br /> 2. Direct all staff functions of the City. Responsible for all financial reporting, <br /> human resources, labor relations, legal and all other functions. <br /> 3. Direct and develop effective utilization of appropriate budgeting including <br /> capital improvements and administrative planning and control procedures. <br />
