• ROAD RECONSTRUCTION TASK FORCE <br /> INTERIM REPORT <br /> The Road Reconstruction Task Force (RRTF) was created by the City Council to make <br /> recommendations on improvements to the aging infrastructure and roads in St.Anthony. The <br /> RRTF will examine funding alternatives, review the assessment policy, and make <br /> recommendations for change. The RRTF M11 also make suggestions for a plan to educate <br /> residents on the needs of the repairs. <br /> The RRTF began on February 26, 1990 and has met eight times. During these meetings the <br /> Task Force has had discussions on infrastructure concerns and has taken a walking tour of <br /> the City to examine the condition of City streets. The issues discussed to date are: <br /> STREETS <br /> A walking tour on July 9, 1990, conducted by the Public Works Director, showed the <br /> Task Force some of the problems the City's Public Works Department is faced with <br /> when maintaining the streets. The Public `'Yorks Director explained the added <br /> maintenance requirements caused by the age of the streets and stressed the <br /> importance of continuing maintenance and future replacement. <br /> It is the consensus of the Task Force that many of the streets in the City need to be <br /> replaced. The streets should be replaced with the same type of surface materials as <br /> were used originally, ie., bituminous with bituminous, concrete with concrete. The <br /> idea of replacing the streets in the order they were constructed (south to north) was <br /> discussed and the Task Force concurred with staff that the City should adopt a <br /> formal pavement management system. The pavement management system %%ill <br /> establish formal criteria which will determine the order of replacement and will rank <br /> the condition of each street. <br /> WATER <br /> The .City should examine the need to replace water mains when the streets are <br /> replaced. A flow test should be taken on each street replacement project to <br /> determine if there is cause for replacement. City records of all recorded water breaks <br /> should also be used in establishing the criteria for water main replacement. Inspection <br /> of all gate valves should be part of all street improvements and replaced as needed. <br /> As part of all construction projects, fire hydrants for which parts are no longer <br /> available should be replaced (Wood hydrants). <br />
