SANITARY SEWER • <br /> The City is active in televising its sewers as part of routine maintenance. Records <br /> should be reviewed to determine which areas may need the sanitary sewer lines <br /> replaced. When the streets are replaced, manholes need to be repaired and brought <br /> back to the same level as the street. <br /> The Task Force acknowledges that many homes in the City have sump pumps <br /> connected directly to the sanitary sewer. The Task Force would support an ordinance <br /> which would allow the City to inspect properties at the time of sale and enforce <br /> separation. This would help to relieve some of the sanitary sewer problems <br /> experienced during heavy rains. <br /> STORM SEWER <br /> The March 11, 1990 storm provided hours of discussion during the eight Task Force <br /> meetings. Results of the storm emphasized the need to improve storm sewers in St. <br /> Anthony. The Task Force identified the possibility of directing storm water to the <br /> new Minneapolis interceptor as one solution. Barr Engineering explored that <br /> possibility and concluded it to be cost prohibitive. Their findings indicated that <br /> directing water to Minneapolis along 29th Avenue N.E. would require a mechanical <br /> system to move the water, which is not a reliable alternative during heavy rains. <br /> The engineer indicated the occasional flooding problems experienced in St. Anthony <br /> are caused by the inadequate size of the out fall to the County State Aid Highway <br /> 88 storm sewer. The Task Force supports the upcoming meetings the City will have <br /> with other governmental agencies to discuss possible solutions and shared funding <br /> options to remedy the storm water problems. <br /> The Task Force recommends a storm water utility charge to all property owners <br /> which would establish a fund to be used to repair aging storm sewers. This type of <br /> charge is currently used in Roseville, Bloomington, and several other area suburbs. <br /> Staff prepared a draft storm water utility policy which is being reviewed by the City <br /> Attorney. After the Attorney reviews the policy, the Task Force will formally present <br /> the proposed policy to the City Council-for consideration. <br /> As part of street replacement projects the Task Force recommends that all storm <br /> sewers be televised or lamped to determine if replacement or repairs are needed. <br /> SIDEWALKS <br /> The Task Force reviewed existing sidewalk locations and discussed locations for <br /> additional sidewalks. Streets with the greatest traffic volume that warrant sidewalks <br /> are typically under the jurisdiction of the Counties, but should have priority. The <br /> attached map shows the locations the Task Force has identified for additional <br /> sidewalks. Sidewalk locations have been selected to reduce potential problems <br /> between high traffic areas and pedestrians. <br />
