Regular Council Meeting <br /> March 26,1991 <br /> page 5 <br /> • 1 Chief Engstrom stated there had been 98 burglaries in 1990, 70 of <br /> 2 which were at private homes. The pattern of the most recent burglaries <br /> differed from those in 1990 as they were carried out during daylight <br /> 4 hours. <br /> 5 <br /> L Mayor Ranallo had spoken to two of the property owners whose. homes had <br /> 7 been burglarized and they recall some instances of strange vehicles <br /> R being in their area. The Chief stated that reporting of unfamiliar <br /> 9 vehicles by residents has steadily increased. <br /> 1C <br /> 11 Councilmember Marks inquired as to the number of Crime Watch neighborhoods <br /> 12 in the community and any statistics generated in these areas. The Chief <br /> 13 said there are 38 or 39 Crime Watch neighborhoods, but no data regarding <br /> i4 crimes. Residents need only contact the Police Department to initiate <br /> 15 a Crime Watch program. Presently, less than half of the City has participated <br /> 16 in the program. <br /> 17 <br /> 18 Mayor Ranallo noted that one of the homes burglarized had an alarm system, <br /> 19 but the property owner left the house without turning it on. <br /> 20 <br /> 21 Dennis Cavanaugh inquired if burglaries have moved to a different time <br /> 22 than last year which was around 3 ;00 a.m. . The Chief responded that crimes <br /> 23 are now being committed during afternoon hours. He also noted that <br /> 24 statistics for burglaries have shown they have been decreasing. Seven <br /> • 25 burglars have been arrested recently in the metropolitan area . <br /> 26 <br /> 27 Mr. Cavanaugh noted -he had an alarm system installed in his home and has <br /> 28 found it quite effective. He inquired if the Police Department has a <br /> 29 routine for squad cars to follow or a policy that requires some pre- <br /> 30 dictability for police activity. <br /> 31 <br /> 32 Chief Engstrom felt any .predictability would be unwise , but did advise <br /> 33 there are many methods for patrol and police observation employed by <br /> 34 members of the Department. <br /> 35 <br /> 36 Mayor Ranallo stated he had observed part of a drug investigation on <br /> 37 March 15th. Chief Engstrom advised the Council of the outcome of that <br /> 38 investigation and what was recovered. <br /> 39 <br /> 4 0 B. Discussion of Alarms <br /> 41 VanderHeyden said this item was on the agenda so the Council could <br /> 42 consider a revision to the alarm policy. Presently, a property owner <br /> 1.3 pays a $25.00 permit fee for an alarm installation permit. She recom- <br /> 44 mended this fee be continued as well as the $10.00 annual fee for <br /> bS administration costs to update records in City Hall . Each alarm owner <br /> 46 receives three false alarm calls at no charge in a six ,month period, <br /> 47 thereafter, they are charged $50.00 for each false alarm. <br /> 48 <br /> 49 Mayor Ranallo has received a call from a new resident who stated his <br /> • 50 opposition to the $25.00 permit fee. <br />
