Regular Council Meeting <br /> March 26, 1991 <br /> page 6 <br /> 1 Chief Engstrom stated there were 302 alarm calls in 1990, 301 in <br /> 2 1989 and 369 in 1988. He noted nearly all of these calls were to <br /> 3 private homes. Councilmember Enrooth inquired how many property <br /> 4 owners were fined for an excess of the alarm calls which were <br /> 5 false alarms. The Chief responded there were no fines levied as <br /> :. his department is not set up yet to handle the data. Councilmember <br /> -- 7 Enrooth suggested the Council may want to consider changing the calls <br /> P in six months to two. It was felt that alarm systems did discourage <br /> 9 quite a few burglaries. <br /> 10 <br /> 11 Dennis Cavanaugh felt property owners who have alarm systems are <br /> 12 getting an extra level of service from the Police Department and <br /> 13 should be expected to pay for it . Councilmember Enrooth suggested <br /> i4 a clearer explanation for the $25.00 permit fee should be drafted <br /> 15 for residents by staff. Mayor Ranallo requested VanderHeyden and Chief <br /> 16 Engstrom collaborate on drafting this document . <br /> 17 <br /> 18 C. Council Reports <br /> 19 <br /> 20 1 . Mayor Ranallo' s Report <br /> 21 Mayor Ranallo attended a meeting last week to discuss storm water. Com- <br /> 22 missioner Makowske , two staff people from Alderman Dziedzic' s office, <br /> 23 two City of Roseville staff members and two representatives of Barr <br /> 24 Engineering attended. The Mayor noted that Senator Marty and Repre- <br /> 25 sentative McGuire had been invited but did not respond nor attend. • <br /> 26 <br /> 27 Barr Engineering staff explained that water backs near 29th Avenue <br /> 28 from St . Anthony Boulevard and Wilson Street . The p.ipes going down <br /> 29 Highway #88 are 54" in circumference. Three 48" pipes come into the <br /> 30 54" pipe from Minneapolis , St. Anthony and Roseville. The engineering <br /> 31 firm felt that pipes with the dimension of 48" all emptying into <br /> 32 a 54" pipe simultaneously could be the cause of the back up as could <br /> 33 the fact that the pipe from St . Anthony enters the larger pipe at an <br /> 54 angle. <br /> 35 <br /> 36 Barr Engineering advised it would charge $1 ,200 to do an engineering <br /> 37 analysis. Minneapolis indicated it has no funds and feels this is <br /> 38 not a problem of their City. Hennepin County may have some funding. <br /> 39 <br /> 40 Barr Engineering will be making a presentation on this project at <br /> 41 2:30 p.m. on Wednesday, April 3rd in the St. Anthony City Hall . This <br /> 42 will be on the agenda of the April 9th Council Meeting. <br /> 43 <br /> 44 On Saturday, March 23rd, Mayor Ranallo attended a meeting with the <br /> 6e; mayors from New Brighton, Arden Hills, Moundsview and Shoreview: Com- <br /> 46 missioners Salverda and McCarthy from Ramsey County and Hennepin <br /> 47 County Commissioner Makowske attended as .did Metropolitan Council <br /> 48 member Senden. Representatives of School District #621 and School <br /> 49 District #282 had been invited. The Mayor stated that many issues <br /> 50 of mutual concern were c!iscussed during the four hour meeting. • <br />
