Section 360:40. Adoption of \JDrator,,um. <br /> Subd. 1. Permits Prohibited. Exceptions. The Council may app:o\•e the issuance of a <br /> building permit �%-here all of the folio% ing conditions are rnet: <br /> (a) The permit is not for a new building or the addition of spate to <br /> an existing building. <br /> (b) The permit is for the repair, refurbishing, <br /> necessary upgrading or other improvement of the <br /> property without which a hardship would exist. <br /> (c) There is no change or proposed change in the use of <br /> the property. <br /> 2 <br />
